1 RECOMMENDED ACTION:
Adopt Resolution No. authorizing the General Manager to attend the 1995 3 I.3
Colorado River Water Users Conference in Las Vegas, Nevada December 6 - 6, 1995,
and appropriating funds.
ITEM EXPLANATION:
The Board is being asked to approve out-of-state travel for the General Manager to
attend the 1995 Colorado River Water Users Association Conference.
The Colorado River Water Users Association is made up of members of the seven basin
states. These are Wyoming, Colorado, Utah, Nevada, New Mexico, Arizona and
California. This association deals with all issues concerning the Colorado River and the
Colorado River Board. That Board works closely with and advises the U.S. Bureau of
Reclamation, operators of the dams situated on the river.
Since San Diego County presently receives 90% of its imported water from the Colorado
River, it is important to keep abreast of the latest issues concerning the river. Some
recent issues that concern San Diego County and the City of Carlsbad relates to the
potential for increased conservation efforts if California experiences another dry winter,
TDS (total dissolved solids) or salt levels in the river which affect potential reclaimed
water usage and water marketing and its effects on the lower basin states. Another
recent and important issue concerns negotiations between the Imperial Irrigation District
and the County Water Authority for possible transfer of water from the Colorado River.
These and other related topics will be discussed at this conference.
FISCAL IMPACT:
t3 Lodging, meals and conference registration will cost an estimated $435.12. Funds are
25 available in the Water District’s administrative budget.

A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE CARLSBAD MUNICIPAL WATER DISTRICT, CARLSBAD,
CALIFORNIA, AUTHORIZING THE GENERAL MANAGER TO
TRAVEL TO LAS VEGAS, NEVADA TO ATTEND THE COLORADO
RIVER WATER USERS ASSOCIATION 1995 CONFERENCE
WHEREAS, the Colorado River Water Users Association 1995 Conference is
holding its 1995 Conference in Las Vegas, Nevada, December 6 - 8, 1995; and
WHEREAS, the Colorado River Water Users Association is made up of members
of the seven basin states and deals with all issues concerning the Colorado River and
the Colorado River Board, and;
WHEREAS, the Colorado River Board works closely with, and advises the U.S.
Bureau of Reclamation, operators of the dams situated the river, and;
WHEREAS, San Diego County presently receives 90% of its imported water from
the Colorado River and it is important to keep abreast of the latest issues concerning the
river, especially issues that concern San Diego County and the City of Carlsbad such as;

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Municipal Water District, Carlsbad, California, as follows:
1. The above recitations are true and correct.
2. That permission is granted to the General Manager to travel to Las Vegas,
Nevada to attend the Colorado River Water Users Association 1995 Conference.
