projects.
Item Explanation:
As a result of the winter storms of 1995, The Federal Emergency Management Administration,
(FEMA) has offered grant assistance to the state for projects which would significantly reduce
the likelihood of future flood losses. The State of California is the grantee, and the Governor’s
Office of Emergency Services (OES) will administer the program and review project applications
by sub-grantee cities, districts and other entities.
The objective of the program is to reduce the potential for losses and the financial burden
associated with emergency assistance during and immediately following flood disasters. The
grant program requires applicants to prepare and submit a flood hazard mitigation plan to assure
that independent action has been taken locally to minimize flood risk. Staff is preparing that
document and will submit it at a later date.
Upon notification of the grant program, by OES, a city team representing the Engineering,
Community Services, Fire and the Water District was assembled to review and select projects
as candidates for the program. Fire is the lead agency since hazard mitigation is one of the
major elements of the city’s emergency plan.
A total of 14 projects were identified, and notices of interest for each were submitted to OES.
After several months of screening discussions with OES, the number of Water District candidate
projects was reduced three. Exhibit 2 briefly explains each project, and how it would be financed.
Fiscal Impact::
The Flood Hazard Mitigation Grant Program will operate from a pool of $50 million, which will be
disbursed to sub-grantees from counties that were declared disaster areas during the winter
storms of 1995. Mitigation projects selected by OES and FEMA are eligible for 75% grant
funding. Applicants are obligated to fund the remaining share either by cash contribution or in-
kind resources.
The total cost of the three Water District projects is approximately $8.4 million. Staff
recommends that the two sewer repair projects totalling $238,000 be financed from the Sewer
Operation and Maintenance budget accounts, and that the $8.2 million, Maerkle Reservoir project
be financed from the Water Operation and Maintenance budget accounts. Seventy-five percent
of the funds used from these accounts would be reimbursed under the terms of the grant.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD,
MUNICIPAL WATER DISTRICT, AUTHORIZING APPLICATION FOR THREE FLOOD HAZARD MITIGATION GRANTS
WHEREAS, the District has identified three flood hazard mitigation
projects which, when complete, would reduce the potential for flood damage and
losses; and
WHEREAS, the Federal Emergency Management Agency (F.E.M.A.)
and the Governor’s Officer of Emergency Services have offered grant assistance to
accelerate completion of such projects;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
the Carlsbad Municipal Water District, as follows:
1. That the above recitations are true and correct.
2. The Board of Directors of the Carlsbad Municipal Water District
orders the filing of the necessary documents in application for flood hazard
mitigation grant assistance, and authorizes the Emergency Services Coordinator of
the city of Carlsbad, Fire Division Chief, Michael E. Smith to act as agent for the
district in matters pertaining to the administration of the grant.

EXHIBIT 2: CARLSBAD MUNICIPAL WATER DISTRICT PROJECTS
1. Agua Hedionda Trunk Sewer Line Repalrs
This project would provide roadway access along the sewer line from El Camino Real
to the sewer lift station East of Interstate 5. It would also raise sewer manholes and
repair the storm drainage channel embankments that have washed out.
Portions of the sewer line were inundated by run-off during the winter storms of 1995.
Manhole covers were dislodged and raw sewage entered the lagoon. The uncovered
manholes also became drains for the unusually high water entering the lagoon.
Staff estimates the cost of this project to be $163,000 and suggests the District’s share
of $40,750 be financed from Sewer Operation and Maintenance budget accounts.
2. Batiquitos Lagoon Sewer Trunk Line Repairs
The winter storms of 1995 inundated the sewer line running adjacent to the lagoon from
El Camino Real to the La Costa lift station located near Interstate 5. The project will
provide maintenance access roads to the sewer line and raise manholes to preclude the
flow of raw sewage into the sensitive habitat of the lagoon.
Staff estimates the project cost to the $75,000 and recommends the District’s share of
$18,750 be financed from the Sewer Operation and Maintenance budget accounts.
3. Maerkle Reservoir Lining and Cover
Maerkle (formerly Squires) Reservoir stores approximately 200 million gallons of potable
water for consumption by CMWD customers. Following the 1995 winter storms, State
Department of Health Services precluded use of water from the reservoir unless there
was public notification of potential health risks due to surface run off directly entering the
reservoir.
Work will include a porous asphaltic concrete liner, a floating cover, a new paved
perimeter road, a perimeter storm drain system, new inlet and outlet structures, and site
lighting.
Staff estimates the total cost of the project to be $8.2 million, and recommends the
District’s share of $2,050,000 be financed from the Water Operations and Maintenance
budget accounts.
