HomeMy WebLinkAbout1996-02-06; Municipal Water District; 304; Declaration of Temporary Water Supply ShortagesWithout the use of the reservoir, Carlsbad has a storage capacity of approximately 53 million
gallons. On an annual average, Carlsbad delivers 12.9 million gallons of water to its
customers daily. However, water consumption during the winter months decreases to about
11.5 million gallons per day. This includes both indoor and outdoor usage. Each shutdown is
scheduled for approximately 10 days, and could be extended if Metropolitan finds that
additional maintenance is needed or if weather conditions cause project delays. In order to
avoid running out of water, District staff is asking the Board to declare Temporary Water
Supply Shortages that will prohibit outdoor water use and ask customers to minimize indoor
water use during these time frames.

MTG. 2/6/96 Declaration of Temporary Water
Supply Shortages CITY ATTY.
DEPT. CMWD CH-Y MGk-.& I RECOMMENDED ACTION:
Approve Resolution No. 92 ,? declaring Temporary Water Supply Shortages.
I ITEM EXPLANATION:
Each year, the Metropolitan Water District performs maintenance on its water delivery
system. In order to accomplish this, Metropolitan must shut down the corresponding
aqueduct servicing some of its member agencies. Typically, the San Diego County Water
Authority will perform routine maintenance of its own while the aqueduct is shut down.
Metropolitan has scheduled maintenance of the treated water aqueduct from February 12-21
and March 17-27, 1996. During these time periods, the treated water aqueduct that serves
the Carlsbad Municipal Water District will not be delivering water. Although shutdowns have
been scheduled for these dates, they are subject to change depending on weather and the
condition of the aqueduct and the extent of repairs or maintenance needed. As a result, staff
is requesting that the Board declare Temporary Water Supply Shortages effective two days
prior to each actual shutdown enacted by the Water Authority, lasting until the re-establish-
ment of water service through the aqueduct.
In 1995, District customers successfully endured a 1 O-day aqueduct shutdown. Prior to 1995,
shutdowns did not affect the District because of our ability to use water stored in Maerkle
Reservoir. Due to changes in regulations imposed by the Environmental Protection Agency
and enforced by the State Department of Health, the Maerkle Reservoir facility does not
meet current standards for open water reservoirs. As a result, the Department of Health
presently views the reservoir as an unprotected watershed. The Maerkle Reservoir lining and
covering project has been designed and the plans are currently under review by the Division
of Dam Safety. However, if the reservoir water is introduced into the water system, the
public must be notified of the potential health concerns. Prior to the new EPA regulations,
the District supplied safe and reliable water from the reservoir for 35 years. The water meets
all bacteriological standards and is safe; it is the reservoir itself that does not conform to the
new regulations. During last year’s shutdown, the District used approximately 19 million
gallons of water from Maerkle Reservoir without incident.

and adopted by the Board on March 5, 1991), the following water use restrictions are in
effect during a Temporary Water Supply Shortage:
. No outdoor watering or vehicle washing.
l No refilling of pools, spas and fountains.
. Temporary discontinuance of all agricultural irrigation.
l Serving of water only on request at restaurants.
l Recommended limited indoor water usage.
District staff will be patrolling the service area to monitor water usage and will enforce the
above restrictions. Customers not complying with the restrictions will be subject to the
following:
l First violation: Verbal notice
l Second violation: Personal written notice
l Third violation: Installation of a flow restricting device for a period of at least 48 hours,
and imposition of any costs associated with installation of the device.
No monetary penalties will be assessed.
Notification
District staff is planning to notify customers of the Temporary Water Supply Shortage
declaration in four main ways.
Postcard Mailing: A detailed notification on a brightly-colored, 8-l/2” x 5-l/2” card will be sent
to all mailing addresses in the CMWD service area one week before each shutdown. This card will include an explanation of why the Temporary Water Supply Shortage is necessary,
the various water use restrictions, the notice that we may need to use Maerkle Reservoir
water, and a phone number for further information.
NewspaperAds: Staff is placing a newspaper ad in the North Counfy Times on February 8,9
and 10 and on March 13, 14 and 15, 1996, that explains the same information in the
postcard, with less detail.
Daniels Cablevision: An announcement will run on the Community Access Calendar that
contains the above information. This will run during the dates of each shutdown.
Press Release: A press release will be distributed to the North County Times, the Carlsbad
Sun, the San Diego Union-Tribune and KDCI Channel 38 detailing the conditions of the shutdown and the resulting water restrictions.
Along with the above methods of notification, the District will mail special notices to irrigation
customers whose meters will be turned off. Staff will also call the top five water users in the
service area to alert them to the shutdown.
In the event that conservation efforts do not meet the needed cutbacks, the District will put
Maerkle Reservoir into service. Staff met with the State Department of Health and was notified that the water can be introduced into the system and used for delivery to customers
as long as the District goes to public notification about the possible concerns of using the

water out of the reservoir. This will only be done in an emergency water shortage situation.
FISCAL IMPACT:
The cost of printing and mailing the postcards and placing newspaper ads for both shut-
downs is approximately $12,400. The Districts fiscal year 1995-96 budget contains funds for
the purposes of printing, postage and advertising to cover these costs.
