Adopt Resolution No. 98 Y directing staff to submit a comment letter on the EFUEIS for
the County Water Authority’s Emergency Storage Project that agrees with the findings that
the Olivenhain/Hodges/San Vincente alternative is the environmentally superior alternative
and that CMWD favors the selection of this alternative.
The San Diego County Water Authority will be deciding on the preferred alternative site for
their emergency storage project in May.
Water Authority staff initially reviewed 57 sites where water could be stored, either above
ground or below ground. In April of 1994, Authority staff narrowed the alternatives to four for
a final environmental review.
These four alternatives vary in cost, environmental impacts and locations but each would
provide 90,100 acre feet of emergency water storage capacity. The four alternatives are:
SAN VINCENTE STAND ALONE
San Vincente Reservoir expansion: 90,100 acre-feet
12-mile pipeline from San Vincente to the Second Aqueduct (2 possible
alignments)
4 pump stations ranging from 320 to 62,200 horsepower
SAN VINCENTE Wllli RE-OPERATION
San Vincente Reservoir expansion: 68,000 acre-feet
San Vincente Reservoir re-operation: 22,100 acre-feet
Same pipeline and pump stations as for San Vincente Stand Alone
OLlVENHAIN/HODGESISAN VINCENTE
New dam and reservoir at Olivenhain: 18,000 acre-feet Lake Hodges re-operation: 22,100 acre-feet
San Vincente Reservoir expansion: 52,100 acre-feet
3.8-mile pipeline from Olivenhain Reservoir to Second Aqueduct

The County Water Authority issued a draft Environmental Impact Report/Statement for this
Emergency Water Storage Project in November of 1995 for a 90 day comment period. This
comment period ends on February 14, 1996.
Staff has reviewed this EIR/EIS and also the effects each alternative may have on Carlsbad.
Staff review did note that of the four alternatives, only two (MoosaIHodges and
Olivenhain/Hodges/San Vincente) locate much needed storage in north county. Additionally,
all four of the alternatives require significant amounts of pumping, although the
Moo&Hodges alternative serves more area by gravity before pumping is required. Lastly,
all four alternatives would provide Carlsbad with untreated water during an emergency.
However, Carlsbad may have the potential of receiving treated water from the
Olivenhain/Hodges/San Vincente and this possibility should be explored with the Olivenhain
Water District should that alternative be selected and constructed.
Staff does agree with the summary portion of the EIR/EIS that concludes that the
Olivenhain/Hodges/San Vincente alternative is the environmentally superior alternative. The
Olivenhain/Hodges/San Vincente would have the greatest socioeconomic benefits, as it would
generate the largest total industrial output, earnings and jobs from the construction and
operation. This alternative also would have the most gradual increase in water rate.
All four of the alternatives, however, would be superior to the “No Action,, alternative, which
would allow severe economic damage and endangerment of public health and safety owing
to the lack of water during an emergency event, particularly in many communities dependent
on supplies directly from the Authority’s pipelines.
FISCAL IMPACT:
There is no fiscal impact as a result of the Recommended Action. However, selection and
construction of one of the alternatives will result in a future increase in water rates and
charges.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT, AUTHORlZlNG
COMMENTS ON THE DRAFT EIR/EIS FOR THE SAN DIEGO
COUNTY WATER AUTHORITY EMERGENCY WATER STORAGE
PROJECT
WHEREAS, the District has reviewed the Draft EIR/EIS for the San Diego County
Water Authority’s Emergency Storage Project; and
WHEREAS, the District substantially agrees with the stated impacts for the four
alternatives presented; and
WHEREAS, the District agrees with the conclusion stated in the EIR/EIS that the
Olivenhain/Hodges/San Vincente alternative is the environmentally superior alternative
and would provide the most gradual water rate increase;
NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of the Carlsbad
Municipal Water District, California as follows:
1. That the above recitations are true and correct.
.2. That the Board of Directors of the Carlsbad Municipal Water District
directs staff to provide written comments to the San Diego County Water Authority and
the U.S. Army Corps. of Engineers in support of the EIR/EIS and the preference of the
Olivenhain/Hodges/San Vincente Alternative.
