RECOMMENDED ACTION:
Adopt Resolution No. <?53 accepting a bid and awarding a contract for 1995 Downtown
Water Project, Construction of Potable Water Mains in Carlsbad Village Drive, Locust Avenue,
Harrison Street and Highland Drive, CMWD Project No. 88-107, Contract No. 3404.
ITEM EXPLANATION:
On May 28, 1996, the Board of Directors authorized the advertisement of bids for 1995
Downtown Water Project, Construction of Potable Water Mains in Carlsbad Village Drive,
Locust Avenue, Harrison Street and Highland Drive, CMWD Project No. 88-107, Contract No.
3404. Twelve (12) bids were received on August 28, 1996, as follows:
1. Valverde Construction, Inc., Whittier, CA. $381,401 .OO
2. Excel Commercial Contractors, San Marcos, CA. $449,429.00
3. Civil Constructors Corp., El Cajon, CA. $449,542.25
4. Southern California Underground Contractors, Inc., Brea, CA. $457,464.00
5. Zarco Construction, La Habra, CA. $474,444.00
6. DLS Construction, Inc., Bonsall, CA. $487,424.00
7. Don Hubbard Contracting Co., Encinitas, CA. $517,826.50
8. Arrieta Construction, Inc., El Cajon, CA. $527,028.00
9. Wayne Perry Inc., El Cajon, CA. $531,550.00
10. Interwest Pacific LTD., Solana Beach, CA $561,550.00
11. The Park Corp., Citrus Heights, CA. $568,875.30
12. 4-Point Pipeline, El Cajon, CA. $589,960.00
This project will involve construction to replace existing small diameter pipelines in deteriorated
condition with larger pipe sizes capable of meeting all domestic and fire flow water demand
conditions. Construction is anticipated to require approximately one hundred (100) calendar
days to completion. The Engineer’s estimate for construction was $545,000.
Plans and specifications for the 1995 Downtown Water Project were prepared by the District
engineering staff. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to
Bid was published. Twelve (12) responses were received, opened, witnessed and recorded on
August 28, 1996. Project Manager and Purchasing staff have reviewed the complete bid
documents from all parties in detail and concluded that the lowest responsive, responsible
bidder is Valverde Construction, Inc. for a contract amount of $381,401 .OO.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process, as per Article 19
Categorical Exemptions. The California Coastal Commission has issued a permit authorizing
the District to proceed with construction of this project, permit number 6-95-131, dated

FISCAL IMPACT:
Funds in the amount of $330,000 remain from a $700,000 appropriation in the 1996-97 Budget
as part of the Water Pipeline Replacement Fund.
The construction bid for the project is $381,401. The estimated District-funded project costs are
as follows:
Construction $381,401
Construction Contingencies 10% $40,000
Inspection/Lab/Administration $20,000
Total Estimated Project Costs $441,401
Remaining Appropriation
$330,000
The additional funds required for this project in the amount of $111,401 will be transferred from
the Water Replacement Fund balance, and the total appropriation shall be $441,401.

CARLSBAD MUNICIPAL WATER DISTRICT OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND
AWARDING CONTRACT FOR 1995 DOWNTOWN WATER
PROJECT, CONSTRUCTION OF POTABLE WATER MAINS
IN CARLSBAD VILLAGE DRIVE, LOCUST AVENUE,
HARRISON STREET, AND HIGHLAND DRIVE, CMWD
PROJECT NO. 88-107, CONTRACT NO. 3404
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District
has previously authorized the advertisement for bids for the 1995 Downtown Water
Project, Construction of Potable Water Mains in Carlsbad Village Drive, Locust
Avenue, Harrison Street, and Highland Drive, CMWD Project No. 88-107, Contract
No. 3404; and
WHEREAS, twelve (12) sealed bids were received on August 28, 1996, for
said project; and,
WHEREAS, all bid documents received from all bidders have been reviewed
in detail and the Board of Directors does hereby find that the lowest responsive,
responsible bid received for the construction of said project was submitted by
Valverde Construction, Inc., Whittier, California in the amount of $381,401 .OO.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. That the above recitations are true and correct.
2. That the bid, in the amount of $381,401.00, submitted by Valverde
Construction, Inc. is hereby accepted, and the President hereby is authorized to
execute a contract thereafter.

cost shall be transferred from the Water Replacement Fund balance, and the total
appropriation is $441,401.
PASSED, APPROVED AND ADOPTED at a special meeting of the Carlsbad
Municipal Water District held on the 1st day of October I 1996, by
the following vote to wit:
