RECOMMENDED ACTION:
Adopt Resolution No. 4 58 accepting a bid and awarding a contract for the construction
of the Maerkle Reservoir - Cover and Liner, CMWD Project No. 90-109, Contract No. 3388.
ITEM EXPLANATION:
On June 11, 1996, the Board of Directors authorized the advertisement of bids for construction
of Maerkle Reservoir - Cover and Liner, CMWD Project No. 90-109, Contract No. 3388. Six (6)
sealed bids were received on September 11, 1996, as follows:
1. JW Contracting Corporation, Corona CA. $4,563,000.00
2. Pacific Hydrotech Corporation, Perris, CA. $4,795,000.00
3. West Coast General, Lakeside, CA. $5,341,410.00
4. Orion Construction, San Marcos, CA. $5,497,247.00
5. C.A. Rasmussen Inc., Simi Valley, CA. $5,712,000.00
6. Cambridge Concrete, Inc., Victorville, CA. $6,768.191.00
This project will involve construction to regrade the interior of the earthen reservoir, install an
asphalt liner and polypropylene cover and appurtenances. Construction is anticipated to require
approximately five hundred forty (540) calendar days to completion. The Engineer’s estimate for
construction was $7,800,000.
Plans and specifications for the Maerkle Reservoir - Cover and Liner were prepared by the
District engineering staff. In accordance with Section 3.28.120 of the Municipal Code, an
invitation to Bid was published. Six (6) responses, were received, opened, witnessed, and
recorded on September 11, 1996. Project Manager and Purchasing staff have reviewed the
complete bid documents from all parties in detail and concluded that the lowest responsive,
responsible bidder is JW Contracting Corporation, Corona, CA. for a contract amount of
$4,563,000.
The project will require surveying and construction management services. The construction
management includes shop drawing review, cover inspection, electrical and structural review,
geotechnical testing and inspection, and as needed engineering related services. The following
firms were selected to perform this work:
Survey: Right-of-Way Engineering Services, Inc.
Construction Management: John Powell & Associates

ENVIRONMENTAL REVIEW:
The City Planning Department issued a Mitigated Negative Declaration for this project on June 8,
1995. No permit was required from the Coastal Commission.
FISCAL IMPACT:
Funds in the amount of $7,800,000 have been appropriated in the 1996-97 Budget as part of the
Water Replacement and New Development Fund. The available balance is $7,606,096.
The construction bid for the project is $4,563,000. The estimated District-funded project costs
are as follows:
Construction $4,563,000
Construction Contingencies 10% $ 456,000
Inspection/Administration $ 150,000
Surveying $ 33,000
Construction Management Services $ 128,000
Total Estimated Project Costs $5,33Q,OOO
Total Appropriation $7,606,096

A RESOLUTION OF BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND
AWARDING CONTRACT FOR CONSTRUCTION OF
MAERKLE RESERVOIR COVER AND LINER,
CMWD PROJECT NO. 90-109. CONTRACT NO. 3388
WHEREAS, the Board of Directors of the Carlsbad Municipal Water
District has previously authorized the advertisement for bids for the Maerkle Reservoir -
Cover and Liner, CMWD Project No.90-109, Contract No.3388; and,
WHEREAS, Six (6) sealed bids were received on September 11, 1996,
for said project; and,
WHEREAS, all bid documents received from all bidders have been
reviewed in detail and the Board of Directors does hereby find that the lowest
responsive, responsible bid received for the construction of said project was submitted
by J.W. Contracting Corporation in the amount of $4,563,000.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. That the above recitations are true and correct.
2. That the bid amount in the amount $4,563,000 submitted by JW
Contracting Corporation of Corona, California, is hereby accepted, and the President
is hereby authorized to execute a contract thereafter.
3. That Right-of-Way Engineering Services, Inc., proposal for surveying
services in the amount of $32,660.00 is hereby accepted, and the President is hereby
suthorized to execute a contract thereafter.

4. That John Powell and Associates proposal for construction
management services in the amount of $127,960.00 is hereby accepted, and the
President is hereby authorized to execute a contract thereafter.
PASSED, APPROVED AND ADOPTED at a special meeting of the Carlsbad
Municipal Water District held on the 1st day of October I 1996, by the

COMPARISON OF BID TO ENGINEER’S ESTIMATE
Attached is a comparison of the major bid items for Maerkle Reservoir - Cover and
Liner showing the variance between the engineer’s estimate from Powell & Associates
and the contractor’s bid. Major differences between the two include the following:
1. Powell’s estimate was $6,485,000 for construction, but they also included $950,000
for contingencies (IO%), and the..contractor had none.
2. The reservoir cover was $700,000 lower. The bid was prepared based on a
Hypalon material. As an option, we allowed the use of a newer material called
polypropylene. The manufacturers of polypropylene indicated it was lower in cost
than hypalon. However, this cost reduction was greater than expected. The
contractor specified polypropylene in his bid.
3. Earthwork was also $560,000 lower, mobilization.was $175,000 lower, the concrete
ringwall was $430,000 lower, and the AC liner was $240!000 lower.
4. We noted that the contractor submitted bids on two similar reservoir projects in San
Diego County! both involving floating covers. These projects include the Maerkle
Reservoir plus a project in Otay Water District. This contractor was low bidder on
both projects. There may be some cost savings as a result of both projects being
advertised at the same time.
