advertise notice inviting bi for the rehabilitation of the Washington Street 10 and 12-inch
Gravity Sewer Pipeline, CMWD Project No. 97-l 03, Contract No. 34521.
ITEM EXPLANATION:
This project involves the rehabilitation of a 10 and 12-inch diameter gravity sewer pipeline. The
pipeline joints are deteriorated and the pipeline has broken sections. The pipelines connect to l
each other and run from Oak Avenue to Beech Avenue in Washington Street and then cross
the A.T.& S.F. railroad right-of-way. The pipelines are within the public road right-of-way in
Washington Street and in a 40-foot wide easement through the railroad right-of-way. Refer to
the attached location map.
The District has prepared plans and specifications to rehabilitate the pipelines by a sliplining
method. These plans are available for review. In accordance with Section 3.28.120 of the
Municipal Code, an Invitation to Bid will be published, and the contract will be awarded to the
lowest responsive, responsible bidder subject to the Board of Director’s approval. Construction
is anticipated to require approximately thirty (30) calendar days from the date of issuance of the
Notice to Proceed. Staff recommends approval of the project plans and specifications and
requests approval to proceed to bid for the rehabilitation of the sewage pipelines to improve
conveyance system reliability.
FISCAL IMPACT:
The engineer’s estimate for construction of this project is $120,000. This includes $104,000 for
rehabilitation of the IO-inch and $16,000 for the 12-inch gravity sewer pipeline. Construction
inspection services are estimated to cost $7,000. Total project cost is $127,000. To date,
funds in the amount of $600,000 have been appropriated for sewer line replacement.
Therefore, there are sufficient funds available for this project.
ENVIRONMENTAL IMPACT:
The Planning Department has reviewed the documentation on the project and issued a
categorical exemption on July 7, 1997. The Coastal Permit exemption was also issued on July
7, 1997.
