RECOMMENDED ACTION:
Staff recommends the Board of Directors adopt Resolution No. ?q 5 _
awarding a bid for fire hydrants to Marden Susco Inc.
ITEM EXPLANATION
The fire hydrant replacement project will replace approximately 420 old and
outdated cast iron fire hydrants throughout the City. The new hydrants will be all
bronze for ease of operation and reduced overall maintenance. The hydrants shall
be delivered in weekly lots and installed by the water district’s construction
maintenance crew. Delivery shall be made in four lots of 100 and one lot of 20,
with the first lot delivered two weeks after receipt of the purchase order and each
subsequent lot to be delivered one week thereafter.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was
published and Request for Bids were sent to four vendors. On August 7, 1997 one
bid was opened, witnessed and recorded from Marden Susco Inc. in the amount of
$135,739.80 before sales tax for a total of $146,259.63.
FISCAL IMPACT
Unencumbered funds are available in the Water Operations Meters and Fittings
account for the purchase of the hydrants.

A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE CARLSBAD MUNICIPAL WATER DISTRICT,
CARLSBAD, CALIFORNIA, ACCEPTING A BID AND
AUTHORIZING THE PURCHASE OF 420 FIRE
HYDRANTS
WHEREAS, Section 3.28.120 of the Carlsbad Municipal Code provides that
materials and services costing over twenty-five thousand dollars must be* obtained through
formal bidding procedures; and
WHEREAS, bid proposals were submitted by one vendor and judged against
known criteria.
NOW, THEREFORE, BE IT RESOLVED by Board of Directors of the Carlsbad
Municipal Water District, Carlsbad, California as follows:
1. That the bid of Marden Susco Inc., 1550 W Linda Vista Drive, San Marcos CA is
hereby accepted.
2. The Purchasing Officer is hereby authorized to execute a Purchase Order for the
purchase of the fire hydrants in the amount of $146,259.63 including sales tax.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the Carlsbad Municipal
Water District on the 26th day of August , 1997, by the following vote, to wit:
AYES: Board Members Lewis, Finnila, Nygaard and Hall

ud In response to the question(s) today about the fire hydrant salvage value and what we could sell them
for, I have found out the following:
1. Salvage value is about $60 per ton which works out to about $9 a piece. Remember each hydrant
weighs about #300.
2. The only entity that we could find , so far, is the city of San Diego. They have a company store (City
Store) and sell a lot of city items with hydrants being one of those items. They sell the cast iron hydrants
(of the type Carlsbad has) for $175 each! They only sell about 8 to 10 a year. They have hundeds (and
hundreds) in stock. If we were to sell ours it would take about 40 years to sell our 400. (I’m not sure why
someone would pay $175 each for hydrants when you could get them for $9 each from a salvage yard.)
3. There MAY be a liability problem that the attorney may want to look into.........Set up in someones front
yard as landscaping, what happens if,during an emergency, the Fire Dept. mistakes it for the real thing? Any city liability?
4. Can we store 420 old hydrants on the City’s new Beckman property??
1’11 be prepared to give the first three responses at the Council meeting. I’ll try to get a response from the
attorney (on #3) in the meantime.
