TITLE: AUTHORIZATION TO PURChASE A
NEW REMITTANCE PROCESSING SYSTEM
RECOMMENDED ACTION:
Adopt Resolution No. 993 authorizing the purchase of a Standard Register
automated remittance processing system and appropriating funds.
ITEM EXPLANATION
The Carlsbad Municipal Water District currently uses a remittance processing system
purchased from the Standard Register Company to process incoming water bill payments.
Several months ago, this vendor notified the District that this system will become obsolete
as of April 1998. This means that support from the vendor, including maintenance, will not
be available after this date. After considering several methods of addressing this situation,
and considering that the District has already made a commitment to an in-house
automated remittance processing system, it was agreed that the best course was to
replace the machine.
Since Standard Register realizes that customers may be replacing machines that have not
been fully depreciated, they are offering a $6000 trade-in credit against the acquisition of
an upgraded system, if the new system is acquired by September 30, 1997. Also, if the
District continued using a Standard Register machine, the investment in the existing
software is protected; we will be able to use it with the new machine.
In accordance with Section 3.28.090 of the Municipal Code, this purchase is considered to
be “sole source” due to the need to acquire a machine that is compatible with on-hand
software.
FISCAL IMPACT
The cost of the system is $54,805.00, including the trade-in allowance. The Water District
has $20,400 appropriated thus an additional $34,405 is needed to complete the purchase.
Funds are available in the water operating fund.
