CMWD There is no staff recommendation at this time. This is a Board informational item only. ITEM EXPLANATION At the San Diego County Water Authority’s (CWA’s) January Board meeting, the Authority Board adopted long-term agricultural water rate policy principles. The Board referred clarification and implementation of these principles to an Ad Hoc Agricultural Water Rate Policy Committee. A meeting of the committee was held to begin to develop a common understanding of the policy principles and to begin to identify practical ways to implement them. Because of the schedule for approval of the Authority/Imperial Irrigation District (IID) transfer agreement, the committee focused on the potential impacts to the existing MWD Interim Agricultural Water Program (IAWP), which has been approved through fiscal year 2000-2001, as the most urgent pending issue. It was agreed that the current policy is intended to ensure Authority member agency access to the IAWP will not be reduced as a result of approval and adoption of the AuthorityIllD transfer agreement. The Ad Hoc Agricultural Water Rate Policy Committee recommended, at the February Authority Board meeting, that “the policy of the Board of Directors is that member agencies will not receive less discounted water under the IAWP as a result of implementation of the Authority/llD transfer agreement.” CMWD staff will be making a presentation on these recommendations of the Ad Hoc Agricultural Water Rate Policy Committee at this meeting.
