TEM EXPLANATION:
3n December 12, 1999, the Board of Director’s authorized the advertisement of bids for the
-eplacement of the Davis Avenue Water Line, CMWD Project No. 99-102. This project
nvolves the replacement of a deteriorated steel pipeline in Davis Avenue between Buena
dista Avenue and Knowles Avenue. During construction eighteen services will be served
Nater through a temporary hi-line to facilitate this water line replacement. After hi-lining the
Contractor will be responsible for removing and disposing of the existing water line, installing
:he new 8-inch PVC pipeline, and reconnecting the eighteen services.
The District has prepared plans and specifications to replace the water pipeline which are on
ile in the office of the Deputy City Engineer. Construction is anticipated to require
approximately one hundred and twenty (120) working days from the date of issuance of the
Notice to Proceed.
The bid opening was held on February 2, 2000, and six (6) sealed bids were received, as

The Carlsbad Municipal Water District has prepared plans and specifications to construct the
Mater pipeline which are on file in the office of the Deputy City Engineer and are incorporated
3y reference. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to
3id was published December 13,1999. The Project Manager and the Purchasing staff have
-eviewed the complete bid documents from all parties in detail and concluded the lowest
overall, responsive bidder is SIM J. HARRIS COMMUNICATIONS for a contract amount of
659,268. Staff recommends that the Board of Directors award the contract to Sim J. Harris
Communications, as the lowest responsive bidder, and that the President be authorized to
execute it.

ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under the
provisions of the California Environmental Quality Act (CEQA) Section 15302. A Notice of
Exemption was filed by the Planning Director on June 17, 1998 and filed by the San Diego
County Clerk on June 22, 1998.
FISCAL IMPACT:
Sufficient appropriations are available in the Water Replacement Fund to award the contract
for construction of the Davis Avenue 8-inch water main replacement to Sim J. Harris
Communications.

RESOLUTION NO. 1074
A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE CARLSBAD MUNICIPAL WATER DISTRICT FOR AWARD OF CONTRACT FOR THE CONSTRUCTION OF THE DAVIS AVENUE WATER LINE REPLACEMENT; CMWD PROJECT NO. 99-102;CONTRACT NO. 3532.
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Carlsbad,
California, has determined it necessary and in the public interest to award a contract for the
construction of the Davis Avenue Water Line Replacement, CMWD Project No. 99-102, Contract
No. 3532, and
WHEREAS, staff recommends award of this contract to the overall lowest responsible
bidder, Sim J. Harris Communications for the bid amount of $59,268, and
WHEREAS, plans and specifications for the Davis Avenue 8-inch diameter Water Line
Replacement, CMWD Project No. 99-102, have been prepared by engineering staff with a
construction cost of $59,268 for water pipeline replacement, plus $12,732 for contingency and
$11,000 for inspection services and soil testing, and are on file in the Engineering Department of
the City of Carlsbad; and
WHEREAS, there are sufficient appropriations available in the Water Replacement Fund
to complete the project, and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Municipal Water District of Carlsbad, California, as follows:
1. That the above recitations are true and correct.

2. That a Contract to Sim J. Harris Construction is hereby awarded and the President
is authorized and directed to sign said Contract on behalf of the Board of Directors.
PASSED, APPROVED, AND ADOPTED at a special meeting of the Carlsbad Municipal Water
District held on 7th day of March I 2000, by the following
