RECOMMENDED ACTION:
Adopt Resolution No. 10 7 \ for approval of amendment No. 2 with John Powell & Associates for preliminary design report on the Encina Basin Water Reclamation Program, Phase II Project, CMWD 98-301, Project No. 36751.
ITEM EXPLANATION:
John Powell & Associates is preparing the preliminary design report for the pipelines, pumping stations, and reservoirs that will be proposed for the Encina Basin Water Reclamation Program, Phase II project. During the analysis of the project the District has requested several changes including:
l Revisions to the proposed recycled water use sites.
0 Revisions to delete 1 mgd of source water flow from the Meadowlark Water Reclamation Plant and add 1 mgd of source water flow from the Gafner Water Reclamation Plant.
a Changes to delete pipelines at some locations and add pipelines to other locations.
a Assistance in providing information necessary to apply for low interest loans and grants from the State Water Resources Control Board for Phase II project financing.
John Powell & Associates has submitted a proposal to add this additional work for an amount not-to-exceed $49,300. The work has been included in Amendment No. 2 to the engineering services contract.
ENVIRONMENTAL REVIEW:
The preliminary design report is exempt from environmental review in conformance with CEQA Guidelines Section 15262 Feasibility and Planning Studies.
FISCAL IMPACT:
The work will be performed under Amendment No. 2 for an amount not-to-exceed $49,300. Following is a summary of the project cost:

AMENDMENT NO. 2 TO AGREEMENT
This Amendment is entered into and effective as of the 15th day of
June 2000 ) amending the agreement dated May 11, 1999 by
and between the Carlsbad Municipal Water District, a Public Agency organized under the
Municipal Water Act of 1911, and a Subsidiary District of the City of Carlsbad, hereinafter
referred to as “District”, and John Powell 81 Associates, a California corporation, hereinafter
referred to as, “Contractor” for engineering design services.
RECITALS
WHEREAS, the initial agreement, dated May 11, 1999 identified a scope of work
for preliminary design reports for pipelines, reservoirs, and pumping stations for the proposed
Encina Basin Water Reclamation Program, Phase II Project; and
WHEREAS, the parties to this aforementioned agreement desire to alter the
scope of work as follows: to provide updates to the hydraulic modeling to reflect revisions in
changes of supply sources and water demand areas and corresponding revisions to pipe sizes
and also assistance in securing State Water Resources Control Board loan/grant funding for
Phase II facilities; and
WHEREAS, a supplemental scope of work and fee schedule have been
negotiated and agreed to between the parties hereto, and shown on Exhibit “A” Scope of
Services and Fee;
NOW THEREFORE, in consideration of these recitals and the mutual covenants
contained herein, the District and Contractor agree as follows:
1. Contractor shall provide services as outlined on the attached Exhibit “A”.
2. District shall pay Contractor for all work associated with Paragraph 1 above,
on a time and materials basis not-to-exceed Forty Nine Thousand, Three Hundred Dollars
($49,300). Contractor shall provide District on a monthly basis, copies of invoices sufficiently
detailed to include hours performed, hourly rates, and related activities and costs for approval by
District.

3. Contractor shall complete all work outlined on the attached Exhibit “A” by
July 15, 2000 or by the expiration of the agreement amended hereby.
4. All other provisions of the aforementioned agreement entered into on
May 11, 1999, by and between District and Contractor shall remain in full force and effect.
5. All requisite insurance policies to be maintained by the Contractor shall
include coverage for the amended assignment and scope of work.

1. Additional effort for base map assemblv and nreparation. Available base mapping
provided by CMWD consisted of over 150 individual AutoCAD drawings which
included all of the District’s base mapping for water, sewer, and recycled water
systems. This data required considerable effort to combine into a single AutoCAD
drawing and block out required information in order to keep the drwing size as
manageable as possible
2. ( Requests have been made for
additional modeling efforts to evaluate several alternatives not identified in the
agreement. These alternatives include the following tasks:
a. Evaluate the system without Meadowlark WRF expansion in the event
the CMWD chose not to pursue this supply. This set of alternatives
will require additional hydraulic analysis to determine the pipeline
sizing in this area and the pumping requirements.
b. Evaluate the system with additional phased supply from the Gather
WRF and the system proposed by the Leucadia County Water District
to serve the La Costa North and South Golf Courses.
3. Additional efforts to modit? demands identified as “readv for reclaimed water”. As a
part of the market assessment efforts, it has been determined that many of the
demands identified in the request for proposal as “ready for reclaimed water” are not
yet constructed. This has required additional efforts for coordination and evaluation
of the hydraulic models.
4. Prepare for and attend two meetings with the District to review and obtain feedback
on Phase II and Ultimate System refinements.

5. Phase II System Refinements
a. Add demands for the industrial areas north of Palomar Airport, part of Calavera
Hills and part of the 260 Zone. Delete demands for the industrial park south of
Palomar Airport. Target demands for Phase II remain at approximately 5,800
AFY.
b. Add Calavera Hills piping to Phase II model. The developer is conducting a
separate feasibility study of serving irrigation demands with recycled water and
desires to be included in the Phase II system.
c. Add the newly constructed pipelines in the future 260 Zone to the model.
Evaluate size and location of temporary PRV needed to serve this area from the
384 Zone until the 260 Zone Pump Station is constructed at Encina WFP.
d. Modify Phase II hydraulic network model including pipe diameters, pressure zone
configurations and demands
e. Recalculate demands by zone in order to re-evaluate supply and storage within the
zones. Modify pump stations and pressure reducing stations to accommodate
system refinements.
f Perform hydraulic computer analyses to refine Phase II system sizes.
g. Review results and finalize the Phase II system with the District.
6. Ultimate System Refinement
a. Mod@ hydraulic network model to reflect pipe diameters and zone configuration
changes made in the Phase II model.
b. Recalculate demands by zone in order to re-evaluate supply and storage within the
zones.
c. Perform hydraulic computer analyses to refine Ultimate system sizes.
d. Review results and finalize the Ultimate system with the District.

8. ADDITIONAL FINANCIAL ASSISTANCE
This task includes assistance to CMWD in securing State Water Resources Control
Board (SWRCB) loan funding for Phase II facilities capital expenses.
a. Assist CMWD staff prepare a loan application to SWRCB tinding program(s).
Because of the need to evaluate several loan/grant options, and because of
additional analyses to cost-optimize the Phase II project, this will involve
additional effort preparing several supplements required by the SWRCB
application form, which include the following:
l SWRCB-format monthly and hourly supply/demand/storage analyses.
l SWRCB-format economic analysis.
l SWRCB-format draft revenue program.
l Loan project schedule from loan application through construction.

This will also involve some minor additional coordination, evaluation and/or
documentation of loan-required items prepared by CMWD or others, which
include the following:
l CMWD Council actions and local funding sources.
l Project RWQCB requirements.
l Real property acquisitions.
l Source of supply and other institutional agreements necessary for project
implementation.
l Loan compliance certifications.
l Recycled water user assurances.
l Water rights
It is assumed that required loan application graphics will be derived from CMWD
digital bases or cut-and-paste from available CMWD documents.
b. Participate in two additional loan-specific meetings with CMWD staff (1) draft
application review; and (2) final application review and processing coordination.
It is assumed that both meetings will be held at CMWD offices in Carlsbad.
c. Assist CMWD staff prepare the draft loan application package. Based on reasons
noted above, this will involve some minor additional work for the following:
l Critical project issues review with SWRCB staff during initial draft
application preparation.
l One copy of a draft appfication package for CMWD review.
d. Assist CMWD staff prepare the final loan application package and process it with
the SWRCB. This will involve the following:
l Completed application package submittal to SWRCB (three copies for
SWRCB and two copies for CMWD).
l Responding to informal SWRCB staff questions and information requests.

l Preparing a written, formal response to written SWRCB staff comments.
l Reviewing final loan contract offered by the SWRCB to CMWD.
Construction plans and specifications (P&S) for all Phase II facilities must be
submitted to SWRCB staff for review and approval. This process generally occurs
after formal SWRCB approval of the completed loan application, depends on P&S
availability from ongoing design, and can take considerable effort. The extent of
processing effort depends substantially on which loan program is being pursued - the
SRF generally involves more detailed handling and, hence, more effort. No
additional scope is proposed herein for assistance with P&S processing. Such
assistance could be better defined once a specific loan program is determined, and
CMWD internal staffing capability better defined.

A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA, FOR APPROVAL OF AMENDMENT NO. 2 WITH JOHN POWELL & ASSOCIATES FOR PRELIMINARY DESIGN REPORT ON THE ENCINA BASIN WATER RECLAMATION PROGRAM. PHASE II PROJECT.
5 WHEREAS, the Board of Directors of the Carlsbad Municipal Water Distnct has entered
6 into an engineering services agreement with John Powell & Associates to prepare a preliminary
7 design report on the pipelines, pumping stations and reservoirs for the Encina Basin Water
Reclamation Program, Phase II project; and
8 WHEREAS, it is necessary to authorize additional work to revise the proposed recycled
9 water demand use sites, supply sources, pipeline locations, and to provide assistance in
10 preparing information to apply for low interest loans and grants with the State Water Resources
,, Control Board; and
WHEREAS, John Powell & Associates has submitted a proposal to complete the work
12 which is contained in Amendment No. 2 to the existing engineering services contract; and
13 WHEREAS, the work contained in Amendment No. 2 is $49,300 and there are sufficient
14 funds in the existing appropriation.
15 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal
Water District (CMWD) of the City of Carlsbad, California, as follows: 16 1. That the above recitations are true and correct.
17 2. That Amendment No. 2 to the consultant agreement with John Powell &
18 Associates for additional preliminary design services as described in attached Amendment No. 2
