RECOMMENDED ACTION:
Adopt Resolution No. approving plans and specifications and authorizing the
District Secretary to the Board to advertise for bids for the construction of the Bressi Recycled Water
Pump Station for the Encina Basin Water Reclamation Program, Phase II Project, and the
Bressi Potable Water Pump Station, Project Nos. 3889 and 391 0.

ITEM EXPLANATION:
Included in the Encina Basin Water Reclamation Program, Phase I1 Project (Phase II) are three
recycled water pump stations: Twin D, Calavera, and Bressi. These pump stations are used to
provide pressure for the recycled water customers throughout the City.
The Bressi Recycled Water Pump Station (Bressi RWPS) is a component of the Phase II project
that provides recycled water to the Rancho Carrillo area 660-pressure zone that is designed to
accommodate ultimate peak flows for this area. Included in this contract is an approximately 1,000
square foot, subterranean building containing three vertical turbine pumps (two duty, one stand-by),
a hydraulic surge arrestor system, and on-site piping. This pump station will be located within an
easement provided by the owner of Bressi Ranch Planning Area No. 3.
The Bressi Potable Water Pump Station (Bressi PWPS) will supply water from Maerkle Reservoir
(490 pressure zone) to the 700 pressure zone during the routine maintenance of the imported water
aqueducts and during emergencies. Included in this contract is an approximately 1 ,I 00 square foot,
subterranean building containing three vertical turbine pumps (two duty, one stand-by), a hydraulic
surge arrestor system, and on-site piping. This pump station will be located adjacent to the recycled
water pump station.
ENVIRONMENTAL REVIEW:
The Bressi RWPS is a part of the Phase II project. A Mitigated Negative Declaration (MND)
wasprepared for the Phase II project. The Carlsbad City Council approved the MND on
January 25, 2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States
Department of the Interior completed its review of the Phase II project for compliance with
the National Environmental Policy Act (NEPA) and formally approved the Phase II project on
March 1,2002.
An application for a Conditional Use Permit (CUP 04-16) and a Special Use Permit (SUP 04-08) for
the Bressi RW PS and the Bressi PW PS will be presented to the Planning Commission for approval
on October 6, 2004. Since both stations are located below ground, no planning issues are
anticipated that have not been addressed in the plans and specifications; however, any Planning
Commission issues affecting the construction documents will be addressed through addendum prior
to bid opening.

A RESOLUTION OF THE BOARD OF DIRECTORS OF
CARLSBAD MUNICIPAL WATER DISTRICT (CMWD),
APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE DISTRICT SECRETARY TO ADVERTISE
FOR BIDS FOR THE CONSTRUCTION OF THE BRESSI
RECYCLED WATER PUMP STATION FOR THE ENCINA BASIN
WATER RECLAMATION PROGRAM, PHASE II PROJECT AND
THE BRESSI POTABLE WATER PUMP STATION
PROJECT NOS. 3889 AND 3910.
WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined
it necessary, desirable, and in the public interest to construct the Bressi Recycled Water Pump
Station, for the Encina Basin Water Reclamation Program, Phase II Project and the
Bressi Potable Water Pump Station, Project Nos. 3889 and 391 0; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, there are sufficient funds available to construct the recycled water pump
station project; and
WHEREAS, funding in the amount of $1,215,000 has been appropriated equally from the
Water Connection Fees and the Water Replacement Fund for the Bressi Potable Water Pump
Station, Project 391 0; and
WHEREAS, the estimated cost to date for the Bressi Potable Water Pump Station is
$1,580,000; and
WHEREAS, additional appropriations will be requested at the time of award of the
Zonstruction contract for the potable water pump station should it be deemed necessary; and
WHEREAS, adequate funds are available from the Water Connection Fees and the Water
Replacement Fund for the potential appropriation increase for the potable water pump station;

WHEREAS, a Mitigated Negative Declaration has been adopted by the City of Carlsbad
Zity Council by Resolution 2000-37, dated January 25, 2000, as required by the California
Environmental Quality Act; and

City Engineer’s office, as described above for the Bressi Recycled Water Pump Station, for the
Encina Basin Water Reclamation Program, Phase II Project and the Bressi Potable Pump Station,
Project Nos. 3889 and 391 0 are hereby approved.
That the above recitations are true and correct.
3. The District Secretary of the Carlsbad Municipal Water District is hereby authorized
and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the
construction of the Bressi Recycled Water Pump Station and the Bressi Potable Water Pump
Station, Project Nos. 3889 and 3910, in accordance with the plans, specifications, and contract
documents referred to herein.
PASSED, APPROVED AND ADOPTED at a special meeting of the Carlsbad Municipal
Water District held on the 28th day of September , 2004 by the following vote, to wit:
