District Secretary to the Board to advertise for bids for SCADA Improvements to the Recycled Water Distribution System, Project No. 36753.

The Supervisory Control and Data Acquisition (SCADA) Improvement Project is the final construction project in the Encina Basin Water Reclamation, Phase II Program. The SCADA Improvement Project includes the installation of a new computer workstation and hardware at the City’s existing Water Operations Control Center located at 5950 El Camino Real. The new workstation will be networked to 10 other new and existing recycled water facilities throughout the City through wired and wireless systems that will allow City personnel to monitor and control pump stations, pressure reducing stations, flow meters, and storage reservoirs within the recycled water distribution system. The successful bidder will be responsible for providing and installing computer hardware, field instrumentation, software programming, training and start-up services. The contractor’s work will occur over a 10-month period and be coordinated with the construction schedules of the 10 other recycled water projects.
ENVIRONMENTAL REVIEW:
The SCADA Improvement Project is a part of the Encina Basin Water Reclamation, Phase II program. A Mitigated Negative Declaration (MND) was prepared for the Phase II project and approved by the Carlsbad City Council on January 25,2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States Department of the Interior completed its review of the Phase II project for compliance with the National Environmental Policy Act (NEPA) and formally approved the finding of no significant impact (FONSI) on March 1, 2002.
FISCAL IMPACT:
The Engineer’s Estimate for the cost to construct the SCADA Improvements is as shown below in
Table 1.

Summary of Phase II Proiect Costs
The SCADA Improvement Project is part of Phase II of the Encina Basin Water Reclamation
Program. At this time, construction bids have been received on all but two of the 21 construction
contracts that comprise the Phase I1 project. The other remaining project to be advertised for bidding
is the Mahr Reservoir Improvement Project. The current appropriation for Phase II is $49,676,268,
as shown in Table 2. Adequate funds are appropriated within the respective project fund accounts.

A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT (CMWD),
APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING THE DISTRICT SECRETARY TO ADVERTISE
FOR BIDS FOR SCADA IMPROVEMENTS TO THE RECYCLED
WATER DISTRIBUTION SYSTEM, PROJECT NO. 36753.
WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined
it necessary, desirable, and in the public interest to construct Supervisory Control and Data
Acquisition (SCADA) Improvements to the recycled water distribution system, Project No. 36753;
and
WHEREAS, the SCADA Improvement Project is part of the Encina Basin Water
Reclamation Program, Phase II; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, the estimated construction costs for the SCADA Improvement Project are
$420,000 and there are sufficient funds appropriated in Project No. 36753 to construct the
SCADA Improvements; and
WHEREAS, a Mitigated Negative Declaration has been adopted by the City of Carlsbad
City Council by Resolution No. 2000-37, dated January 25, 2000, as required by the California
Environmental Quality Act for the Phase II Recycled Water Program approving the finding of no
significant impacts and there are no new impacts associated with the SCADA Improvement
Project.

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal
Water District as follows:
1.
2. That the plans, specifications, and contract documents, on file in the
City Engineer’s office, as described above for the SCADA Improvement Project, Project No.
36753, are hereby approved.
That the above recitations are true and correct.
3. The District Secretary of the Carlsbad Municipal Water District is hereby authorized
and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the
construction of the SCADA Improvement Project, Project No. 36753, in accordance with the
plans, specifications, and contact documents referred to herein.
PASSED, APPROVED AND ADOPTED at a special meeting of the Carlsbad Municipal
Water District held on the 28thday of JUNE , 2005 by the following vote, to wit:
AYES: Board Members Lewis, Hall, Kulchin, Packard, Sigafoose
