RECOMMENDED ACTION:
Adopt Resolution No.1303 authorizing the appropriation of funds for the Tri-Agencies
Water Transmission Pipeline Condition Assessment and Preliminary Design Report.
ITEM EXPLANATION:
The Tri-Agencies Water Transmission Pipeline was constructed in 1979 by the San Diego County
Water Authority (SDCWA) to provide treated water deliveries through seven service connections to
three member agencies including Carlsbad, Oceanside, and Vista Irrigation District. The pipeline is
comprised of approximately 7.2 miles of pretensioned concrete cylinder pipe (CCP) of which CMWD
owns and maintains 2.9 miles. Once construction was completed, the SDCWA dedicated two reaches
of the transmission main to CMWD. One reach extends from the Carlsbad No. 3 Flow Control Facility
to Maerkle Reservoir, which is approximately 4,300 feet. The second reach extends from the
Carlsbad No. 4 Flow Control Facility to the Calavera Pump Station, which is approximately
10,700 feet.
Both of CMWD's pipeline reaches described above are 21-inches in diameter and have a cement
mortar coating and lining with rubber gasket joints. Pipeline appurtenances include air release and
blow-off valves. In January and February 2007, both CMWD's and SDCWA's pipeline reaches
experienced multiple leaks including five within the CMWD's pipeline ownership. Each of these leaks
was repaired by digging up the pipeline and replacing the rubber gasket joint with a welded steel butt
strap joint. In reviewing the cause of the pipe joint failure, it was determined that these joints were
leaking due to corrosion for some time before the joint failed.
Staff has been working closely with SDCWA because they have been experiencing the same issues
on their reaches of this transmission main. The SDCWA and CMWD are currently planning to contract
with the same consultant to provide leak detection and condition assessment of the transmission
main. Once the current condition has been established, a preliminary design study will be performed
to determine if the pipeline can be repaired by relining or replacing the joint, or if construction of a new
pipeline is necessary.
ENVIRONMENTAL IMPACT:
This project is a Class 6 categorical exemption (information collection) and is therefore exempt from
environmental review pursuant to Section 15306 of the California Environmental Quality Act (CEQA).
A Notice of Exemption will be filed by the Planning Director upon project approval.

FISCAL IMPACT:
The Engineer's Estimate for the first phase costs of the Tri-Agencies Water Transmission Pipeline
Condition Assessment Project is shown in Table 1.

The budget includes only the cost for the leak detection/condition assessment and preliminary design
report at $275,000. There is no project in the current fiscal year 2007-2008 CIP Program. Staff is
requesting that an appropriation from the Water Replacement fund be approved at this time to perform
leak detection/condition assessment and prepare a preliminary design report. Sufficient funds are
available in the Water Replacement Fund to accommodate the cost for the first phase of this project.
Any recommended improvements for construction will be appropriated in the future based on the
results of the condition assessment report and preliminary design report.
Options
Staff has considered the issue of authorizing the appropriation at this time, and provides the following
options for the Council.
1. Move forward with the leak detection/condition assessment and preliminary design report and
appropriate funds from the Water Replacement fund. There are sufficient funds available in the
Water Replacement fund.
2. Not move forward with the leak detection/condition assessment and preliminary design report
and not appropriate funds from the Water Replacement fund. Without the leak
detection/condition assessment and preliminary design report, a recommendation on the
appropriate repairs to the existing Tri-Agencies Water Transmission Main to correct
deficiencies will not occur. Maintaining the reliability of the Tri-Agencies Water Transmission
Pipeline will also be of concern.
Staff is recommending adoption of Option 1.

APPROPRIATE FUNDS FOR TRI-AGENCIES WATER TRANSMISSION

5 WHEREAS, the Board of Directors has determined it necessary and in the public interest
6 to perform a condition assessment and preliminary design report, and appropriate funds for the
7 Tri-Agencies Water Transmission Pipeline; and
8 WHEREAS, funds in the Water Replacement Fund are sufficient for the project; and
g WHEREAS, funds totaling $275,000 are needed at this time to begin this project.
