RECOMMENDED ACTION:
Adopt Resolution No.1331 approving plans and specifications for the construction of
Maerkle Reservoir Access Bridge Replacement, Project No. 5006.
ITEM EXPLANATION:
Maerkle Dam reservoir and its auxiliary facilities are located in the northeast part of the City and are a
critical part of the potable water supply system for the City. Maerkle Dam reservoir (formerly known as
Squires Dam reservoir) was initially constructed in 1963. In the late 1980's and early 1990's, various
auxiliary facilities were added, including a 10 million gallon concrete storage tank, transmission
pipelines, a 33.5 million gallons per day pump station, and chlorination facilities. Various projects are
underway at the site to replace the facilities that have reached the end of the useful life. Two agenda
bills have been approved including September 18, 2007 - Award of contract for floating cover
rainwater system replacement and cover cleaning; and June 24, 2008 - Authorization to advertise for
chlorine gas scrubbers replacement.
The subject project replaces the original wood access bridge to the dam. The wood access bridge is
over 40 years old and the wood decking and stringers are beginning to disintegrate. The replacement
of this bridge is necessary as this is the only access point to the dam and failure of the bridge would
stop vehicular access to the dam for operation, maintenance, and repair.
ENVIRONMENTAL IMPACT:
This project is a Class 2 categorical exemption (replacement or reconstruction of existing structures or
facilities) and is, therefore, exempt from environmental review pursuant to Section 15302 of the
California Environmental Quality Act (CEQA).

Staff recommends approving the plans and specifications and authorizing the City Clerk to advertise

A RESOLUTION OF THE BOARD OF DIRECTORS OF
3 CARLSBAD MUNICIPAL WATER DISTRICT (CMWD),
APPROVING PLANS AND SPECIFICATIONS AND
4 AUTHORIZING TO ADVERTISE FOR BIDS FOR THE
CONSTRUCTION OF MAERKLE RESERVOIR ACCESS BRIDGE
5 REPLACEMENT. PROJECT NO. 5006.
6 WHEREAS, the Board has determined it necessary and in the public interest to construct
7 the access bridge at Maerkle Reservoir; and
8 WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
9 equipment, transportation, and other expenses necessary and incidental to the construction of the
Maerkle Reservoir Access Bridge Replacement, Project No. 5006, have been prepared and are
11 on file in the Engineering Department of the City of Carlsbad and are incorporated by reference
12 herein; and
WHEREAS, the project is a Class 2 categorical exemption (replacement or reconstruction
of existing structures or facilities) and is, therefore, exempt from environmental review pursuant to
15 Section 15302 of the California Environmental Quality Act (CEQA); and
ifi WHEREAS, there are sufficient funds in the Water Replacement Fund to complete the
project.
18 NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board
of Directors of the City of Carlsbad, California, as follows:
20 1. That the above recitations are true and correct and are incorporated herein.
21 2. That the plans, specifications, and contract documents for the construction of the
22 Maerkle Reservoir Access Bridge Replacement, Project No. 5006, on file in the Public Works-
Engineering Department of the City of Carlsbad are hereby approved.
3. The Secretary of the Carlsbad Municipal Water District is hereby authorized and
directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the25
construction of the Maerkle Reservoir Access Bridge Replacement, Project No. 5006, in

accordance with the plans, specifications, and contract documents referred to herein.
