RECOMMENDED ACTION:
Adopt Resolution No. 1368 approving plans and specifications and authorizing to
advertise for bids for the construction of the Terramar Pressure Reducing Station Replacement,
Project No. 5020, removing the existing Terramar Pressure Reducing Station.
ITEM EXPLANATION:
The existing Terramar Pressure Reducing Station for potable water located at 4865 El Camino Real
has been replaced by a new pressure reducing station constructed at the corner of Jackspar Drive
and Longfellow Road that provides safe and reliable water service to the area. The existing Terramar
Pressure Reducing Station, built in the 1950s, is obsolete as a result of the 2008 construction of the El
Camino Real Water System Project.
The existing Terramar Pressure Reducing Station below ground vault will be abandoned and
backfilled with cement slurry. All existing valves and mechanical equipment will first be removed. In
addition, 720 linear feet of existing 8-inch potable water lines will be taken out of service and
abandoned in place, with a new connection installed at the intersection of Rancho Carlsbad Drive and
El Camino Real.
ENVIRONMENTAL IMPACT:
The project is exempt from environmental review per CEQA Guidelines Section 15301(b) - minor
alterations to existing facilities, including publicly-owned utilities, involving negligible or no expansion.
FISCAL IMPACT:
Table 1 shows the current estimated cost for the Terramar Pressure Reducing Station Replacement.

The total project cost is estimated at $250,000 for the Terramar Pressure Reducing Station
Replacement, Project No. 5020. The Terramar Pressure Reducing Station is the first of five (5)
pressure reducing stations identified under Project No. 5020 for rehabilitation/replacement. Sufficient
funds exist in the Water Replacement Fund to construct the improvements identified for all five (5)
pressure reducing stations.
Staff recommends approving the plans and specifications and authorizing to advertise for bids for the
construction of the Terramar Pressure Reducing Station Replacement, Project No. 5020, removing
the existing Terramar Pressure Reducing Station.

A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER
DISTRICT, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING TO ADVERTISE FOR BIDS FOR THE
CONSTRUCTION OF THE TERRAMAR PRESSURE REDUCING
STATION REPLACEMENT, PROJECT NO. 5020, REMOVING
THE EXISTING TERRAMAR PRESSURE REDUCING STATION.
WHEREAS, the Board of Directors of Carlsbad Municipal Water District desires to
construct the Terramar Pressure Reducing Station Replacement, Project No. 5020, removing the
existing Terramar Pressure Reducing Station; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, the estimated project costs for the Terramar Pressure Reducing Station
Replacement, Project No. 5020 is estimated at $250,000; and
WHEREAS, there are sufficient funds in the Water Replacement Fund to complete the
project; and
WHEREAS, this project is exempt from environmental review per CEQA Guidelines
Section 15301(b) - minor alterations to existing facilities, including publicly-owned utilities,
involving negligible or no expansion.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal
Water District as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents for the construction of the
Terramar Pressure Reducing Station Replacement, Project No. 5020, on file in the Public Works
Engineering Department of the City of Carlsbad, are hereby approved.
3. The Secretary of the Carlsbad Municipal Water District is hereby authorized and
directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the
1 construction of the Terramar Pressure Reducing Station Replacement, Project No. 5020,
2 removing the existing Terramar Pressure Reducing Station, in accordance with the plans,
2 specifications, and contact documents referred to herein.
