RECOMMENDED ACTION:
Adopt Resolution No. 1370 accepting the bid of $429,129 and awarding the
contract to Mueller Service Co. for the purchase and installation of 998 new water meters and
appurtenances and 1,217 Itron Endpoint units, Contract No. MS0901.
ITEM EXPLANATION:
On May 5, 2009 the Board of Directors of the Carlsbad Municipal Water District authorized the City
Clerk to advertise for bids for the purchase and installation of 998 new water meters and
appurtenances.
On June 23, 2009 the Board of Directors of the Carlsbad Municipal Water District approved the
Automated Meter Reading meter replacement program option, therefore, future purchases of water
meters will be for meters using that specific technology.
Thirteen bids were received, opened, witnessed, and recorded on June 24, 2009 and ranged from
$259,966 to $468,739. Bids for an optional item, Itron Endpoint units, ranged from $169,163 to
466,111. The Endpoint units are the components which convert the meters from manually read
meters to Automated Read Meters (AMR). Recommendation for award of the project is based on the
lowest bid for the purchase and installation of water meters. The 13 sealed bids received for this
project are shown in the following table.

Bid documents submitted by the apparent lowest bidder, Measurement Control Systems, Inc.,
contained a mathematical error. The recalculated bid amount resulted in the bid being higher than
several other contractors. In addition, Measurement Control Systems, Inc., was determined to be
non-responsive because the required original documents were not received with the bid. The second
lowest bidder, Mueller Service Company, was determined to be responsive after review of the
contract bid documents by staff and the determination that the documents were in order.

Mueller Service Co. was the low bidder on both the purchase and installation of new water meters
($259,966) and the purchase and installation of the optional item of the Itron Endpoint units
($169,163), which resulted in a total bid of $429,129. Staff recommends awarding the contract for the
purchase and installation of new water meters and appurtenances and the purchase and installation
of the Itron Endpoint units to Mueller Service Co., whose distributorship is located in Ontario, CA, and
whose manufacturing plant is located in Florida.
FISCAL IMPACT:
Funding in the amount of $400,000 is available from the fiscal year 2008-09 water operating budget,
and will be carried forward to pay for the meter purchases. The remaining $29,129 will be paid with
current year appropriations for meter replacements.

This phase of the water meter purchase and replacement program has an estimated cost of
$400,000. The total cost of the project, shown in the table above, is $429,129.
ENVIRONMENTAL IMPACT:
This project is a Class 2 categorical exemption, the replacement of existing utility systems and/or
facilities involving negligible or no expansion or capacity, and is therefore, exempt from environmental
review pursuant to Section 15302(c) the California Environmental Quality Act (CEQA).

7 WHEREAS, the Board of Directors of the Carlsbad Municipal Water District (District)

adopted Resolution No. 1353 authorizing the City Clerk to advertise for bids for water meter

WHEREAS, the bids were opened, witnessed and recorded on June 24, 2009; and
11 WHEREAS, the lowest responsive bid received was submitted by Mueller Service Co. in

13 NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board

Re: Meter Replacement Funding for FY2009-10 and FY2008-09
A couple of questions came up during briefings on Monday, pertaining to the Meter Replacement
Program. The first question was; what was the impact the Meter Replacement Program had on the
2009-2010 rates? Question two was; for the Agenda Bill going forward tonight, how much of the cost is
for the purchase installation of manually read meters and how much is related to the automated
meters.
Question 1:
The attached chart shows an increase of $6,806,331 in the total Water Operating Budget from 2008-
2009 to 2009-2010. The Meter Replacement Program made up 12% of the increase, or $833,268. For
FY 2009-2010, the $833,268 allocated to the Meter Replacement Program makes up 2% of the Water
Operating Budget.
Question 2:
The Fiscal Impact section on Page 2 of tonight's Agenda Bill contains the following table:
