RECOMMENDED ACTION:
Adopt Resolution No.1380 approving plans and specifications and authorizing to
advertise for bids for the Recycled Water Pump Station Removal at El Camino Real and Cassia Road,
Project No. 3487.
ITEM EXPLANATION:
This recycled water pumping station is located at 6450 El Camino Real on the east side of El Camino
Real just north of Cassia Road. The recycled water pumping station was constructed in 1991 on
property owned by Vallecitos Water District. This was designed to be an interim pumping station to
obtain recycled water from Vallecitos Water District's existing failsafe pipeline, which was used to
convey recycled water from the Meadowlark Water Reclamation Facility to the ocean, and to supply
the recycled water to Carlsbad Municipal Water District's (CMWD) Phase I recycled water distribution
system. In accordance with an agreement between Vallecitos Water District and CMWD, dated
August 20, 2003, the interim Phase I recycled water pump station shall be completely removed upon
completion of Phase II of the Encina Basin Water Reclamation Program and initial delivery of 3.0
million gallons per day (MGD) from the Meadowlark Water Reclamation Facility. In addition, the
CMWD shall replace the existing portion of Vallecitos Water District's failsafe pipeline, which was
removed to construct the interim recycled water pumping station, and reconnected it at its original
location with ductile iron pipe. The interim recycled water pump station was taken out of service in
2008 and is no longer necessary as part of the Phase II project. Vallecitos Water District began
supplying up to 3.0 MGD of recycled water from their Meadowlark Water Reclamation Facility in the
summer of 2009.
The work includes removing the existing security fencing, pumping equipment, valves, and removing
the upper 10-feet of the concrete wetwell. The remaining portion of the below-ground wet well will be
filled with cement slurry and abandoned in place. The plans and specifications for the removal of the
recycled water pumping station have been prepared and are located in the Engineering Department.
The plans for the demolition work were reviewed and approved by Vallecitos Water District and the
site will be restored to pre-existing conditions. There is no landscaping work required or included in
the project.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(b) - minor alteration of existing facilities of both investor and publicly-
owned utilities used to provide electric power, natural gas, sewerage, or other public utility services
involving negligible or no expansion.

The total project cost is estimated at $220,781 for the Recycled Water Pump Station Removal at El
Camino Real and Cassia Road, Project No. 3487. There are sufficient appropriations from the Water
Replacement Fund to complete this project. Any unused funds will go back into the Water
Replacement Fund balance.

WHEREAS, the Board of Directors of Carlsbad Municipal Water District desires to

remove the recycled water pump station at El Camino Real and Cassia Road, Project No. 3487;
and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, the estimated project costs for the Recycled Water Pump Station Removal,
Project No. 3487 is estimated at $220,781; and
WHEREAS, there are sufficient funds in the Water Replacement Fund to complete the
project; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal
Water District as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents for the Recycled Water
Pump Station Removal, Project No. 3487, on file in the Public Works Engineering Department of
the City of Carlsbad, are hereby approved.
3. The Secretary of the Carlsbad Municipal Water District is hereby authorized and
directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the
Recycled Water Pump Station Removal, Project No. 3487, in accordance with the plans,
specifications, and contact documents referred to herein.
