RECOMMENDED ACTION:
Adopt Resolution No.1391 accepting bids and awarding the contract to Basile Construction,
Inc., for construction for the Gateway Road and Innovation Way Recycled Water Pipelines, Project No.
5202.
ITEM EXPLANATION:
The Gateway Road and Innovation Way Recycled Water Pipelines Project will consist of constructing
approximately 2,300 linear feet of 8-inch diameter PVC pipe to allow for conversion of existing recycled
water pipelines from the interim supply of potable water to the permanent recycled water supply.
Converting to recycled water for irrigating the landscaping is projected to reduce the demand on
Carlsbad's potable water system by twenty (20) million gallons per year. The additional pipelines will
also allow for complete utilization of the recycled water 660 pressure zone system. The pipelines will be
constructed using traditional open cut narrow trench excavation. Traffic lane closures will be limited to
between 8:30 am to 3:30 pm on Gateway Road and Innovation Way and during the night and weekends
for work within Palomar Airport Road. All pavement areas will be restored to existing conditions. The work
is located within the existing streets, and adjacent properties are industrial zoned parcels.
On February 23, 2010, nineteen (19) sealed bids were received for the construction of this project as
shown on the following table.

Bid documents submitted by the lowest bidder, Basile Construction, Inc., were determined to be
responsive after staff completed the review of the contract documents and determined that they were
in order. The project was advertized with an Engineering Estimate of $600,000. Staff recommends
awarding the construction contract to Basile Construction, Inc. in the amount of $369,314.
ENVIRONMENTAL IMPACT:
This project is categorically exempt from the environmental review process under Section 15282(k) of
Title 14 of the California Code of Regulations.
FISCAL IMPACT:
Table 1 shows the current estimated cost of the Gateway Road and Innovation Way Recycled Water
Pipelines project:

Total appropriations are $675,000 from Reclaimed Water Funds and $410,000 from Water
Replacement Funds. There are sufficient funds available to complete the Gateway Road and
Innovation Way Recycled Water Pipelines Project.

WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has

determined it necessary, desirable, and in the public interest to construct the Gateway Road and
6
Innovation Way Recycled Water Pipelines, Project No. 5202; and

8 WHEREAS, on January 12, 2010, the Board of Directors of Carlsbad Municipal Water,
g Resolution No. 706, has previously approved plans for construction of the Industrial Park Recycled
10 Water Service Lines Project No. 5202; and
* * WHEREAS, nineteen (19) sealed bids were received on February 23, 2010 by the
1 2 District for the construction of said project; and
13 WHEREAS, the lowest responsive and responsible bid to construct said project was
14 submitted by Basile Construction, Inc. in the amount of $369,314; and
15 WHEREAS, there are sufficient funds currently appropriated for Project No. 5202 to
15 complete the project; and
17 WHEREAS, Subsection 3.28.040(C)(6) of the Carlsbad Municipal Code authorizes the
18 Executive Manager to approve change orders in the amount equal to the contingency set at the
19 time of project award.
20 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
21 Municipal Water District, as follows:
22 1. That the above recitations are true and correct.
23 2. That the low bid of $369,314 submitted by Basile Construction, Inc., for the
24 construction of the Gateway Road and Innovation Way Recycled Water Pipelines Project No.
25 5202, is accepted and the President is hereby authorized to execute a contract with Basile
26 Construction, Inc., for Project No. 5202.

1 3. That the Executive Manager is hereby authorized to approve construction
2 change orders up to $50,000.
3 4. That the award of this contract is contingent upon the bidder submitting the
4 lowest responsible bid executing the required contract and submitting the required bonds and
5 insurance policies, as described in the contract, within twenty (20) days of adoption of this
6 resolution. The Executive Manager may grant reasonable extensions of time.
