RECOMMENDED ACTION:
Adopt Resolution No. 1393 accepting the bid of $4,386,763 and awarding the contract
to Atlas Allied, Inc. for the purchase and installation of 12,054 new water meters, 2,438
distribution system leak sensors and 11,977 endpoint units.
ITEM EXPLANATION:
On January 26, 2010, the Board of Directors of the Carlsbad Municipal Water District authorized
the City Clerk to advertise for bids for the purchase and installation of 12,054 new water meters
of size 5/8 inch up to 2 inches, 2,438 distribution system leak sensors and 11,977 endpoint
units. These meters, sensors and endpoints are part of the second, third, fourth, fifth and sixth
phases of the automated meter replacement program. Subject to Board approval, each phase
will be done over the next five fiscal years.
Nine bids were received, opened, witnessed, and recorded on March 8, 2010. The bids ranged
from $4,386,763 to $8,901,352. Recommendation for award of the project is based on the
lowest qualified bid price for the purchase and installation of water meters, distribution system
leak sensors and endpoint devices. The nine sealed bids received for this project are shown in
the following table.

Atlas Allied, Inc. was the lowest qualified bidder. Staff recommends awarding the contract for
the purchase and installation of new water meters, distribution system leak sensors and
endpoint units to Atlas Allied, Inc. whose distributorship is located in San Bernardino, CA, and
whose manufacturing plant is located in Florida.

FISCAL IMPACT:
The five phases within the contract for the water meter purchases and replacements have an
estimated cost of $3,966,924. The lowest bid for the project was submitted by Atlas Allied, Inc.
for $4,386,763. The costs of each fiscal year are shown in the following table.

The fiscal year 2009-10 Water Operating Budget included funding for the first year of the
contract in the amount of $791,046 for water meters, AMR component purchases and contract
services. This amount is for contracted services only. The remaining $65,525 will be paid with
funds from the contingency account. The remaining four years of the contract will be subject to
the Board's yearly appropriation of funds.
ENVIRONMENTAL IMPACT:
This project is a Class 2 categorical exemption, the replacement of existing utility systems
and/or facilities involving negligible or no expansion of capacity, and is therefore, exempt from
environmental review pursuant to Section 15302(c) the California Environmental Quality Act
(CEQA).

7 WHEREAS, the Board of Directors of the Carlsbad Municipal Water District
8 (District) adopted Resolution No. 1386 authorizing the City Clerk to advertise for bids for
9 water meter purchase and replacements, distribution system leak sensor purchase and
10
installation, and Itron Endpoint units purchase and installation; and
11
WHEREAS, the bids were opened, witnessed and recorded on March 8, 2010;
12
and
13
WHEREAS, the lowest responsive bid received was submitted by Atlas Allied,
15 Inc. in the amount of $4,386,763; and
16 WHEREAS, funding for Phase 2 is available in the Fiscal Year 2009-10 Water
17 Operating budget and funding for Phases 3 through 6 will be subject to the Board's
18 yearly appropriations of funds; and
19 NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water
20 District Board of the City of Carlsbad, California, as follows:

1. That the above recitations are true and correct.

2. That the low bid of $4,386,763 submitted by Atlas Allied, Inc. for the purchase
24 and installation of 12,054 new water meters of size 5/8 inch up to 2 inches,
25 purchase and installation of 2,438 distribution system leak sensors and
26 purchase and installation of 11,977 Endpoint units, Contract No. MS1001, is

2 District (District) is hereby authorized and directed to execute a contract for
the purchase and installation of 12,054 new water meters of size 5/8 inch up
