AWARD OF CONTRACT FOR THE "Dl" AND "D2" STEEL
WATER TANKS INTERIOR AND EXTERIOR COATING
AND MISCELLANEOUS REPAIRS, PROJECT NO 5024

RECOMMENDED ACTION:
Adopt Resolution No. 1436 for the "01" and "D2" Steel Water Tanks Interior and Exterior Coating
and IVIiscellaneous Repairs, Project No. 5024.
ITEM EXPLANATION:
The "Dl" and "D2" tanks are located along Black Rail Road just south of Poinsettia Lane, as shown on
Exhibit 1 Location Map. The "Dl" and "D2" tanks are both 75 feet in diameter and 40 feet in height
with a cone roof and a capacity of 1.25 million gallons each. The Dl tank was constructed in 1958 and
D2 tank was constructed in 1969. The exterior of both tanks were last overcoated in 1995 and the
interior of both tanks were last recoated in 1998.
As part of the reservoir repair and maintenance program, this project involves the following
improvements:
• The exterior shell coating of both tanks is heavily chalked and exhibits minor localized spot
corrosion from mechanical damage, and will be repaired by applying an over-coating
consisting of a zinc / hydrophobic acrylic / HDP acrylic paint.
• The interior coating system of both tanks is comprised of an epoxy coating that is in poor to
fair condition on the roof and fair to good condition on the walls and floor. The appearance of
corrosion is emphasized by the formation of rust bleed staining. The existing interior coating of
both tanks will be removed and replaced with a zinc / polyamidoamine epoxy coating.
• The severely corroded steel overflow pipe on Dl tank will be replaced.
• On both tanks, to comply with Occupational Safety & Health Administration (OSHA)
requirements, a new exterior steel ladder with safety cage plus handrailing mounted offset
from the roof hatchway will be installed, plus a 30-inch diameter manway will be added on the
tank wall for access.
• On both tanks, to comply with California Department of Public Health requirements, the roof
vent screens will be replaced to prevent contamination from birds, bats and insects, and a %"
sample tap will be installed on each tank.
• On both tanks the severely corroded earthquake rods that are attached to the roof beams will
be replaced, the caulking and backer rod at the tank / concrete ringwall interface will be
replaced, the liquid level indicator board will be replaced, and minor spot repairs will be
peri'ormed.

On December 6, 2011, the Board of Director's adopted Resolution No. 1432 which approved the
plans and specifications and authorized the advertisement for bids for the "Dl" and "D2" Steel Water
Tanks Interior and Exterior Coating and Miscellaneous Repairs, Project No. 5024. Plans and
specifications for the project are on file in the Utilities Department. The Engineer's Estimate for the
project was $520,000. On January 24, 2012, the Utilities Department received nine (9) sealed bids as
follows:

Staff has reviewed all bid documents submitted by Industrial Coatings and Restoration Services,
Inc. and discovered one discrepancy in the bid, which is described below.
The apparent lowest bid, submitted by Industrial Coatings and Restoration Services, Inc., does not
meet the Experience Requirement. In accordance with the specifications the Contractor shall have a
minimum often (10) applications on potable water steel tank reservoirs and a successful history in the
application of the specified products to the interior and exterior surface of steel tank reservoirs. The
original submittal by the apparent low bidder did not comply with the requirement. The bidder was
contacted and staff requested that additional references be submitted. Industrial Coatings and
Restoration Services, Inc., provided an updated submittal. A second review was performed by staff
and it was determined that the apparent lowest bid, submitted by Industrial Coatings and Restoration
Services, Inc., does not meet the Experience Requirement; and therefore, the bid is non-responsive.
All bid documents submitted by the second lowest bidder, Advanced Industrial Services, have been
reviewed by staff and were found to be in order. Advanced Industrial Services provided ten (10) valid
references for applications on potable water steel tank reservoirs and a successful history in the
application of the specified products to the interior and exterior surface of steel tank reservoirs.
Based on the above, Staff recommends awarding the contract to the lowest responsible bidder,
Advanced Industrial Services, for the total bid amount of $499,800.

FISCAL IMPACT:
The reservoir repair and maintenance program. Project No. 5024, includes rehabilitation of nine steel
tanks and three concrete tanks. Funds in the amount of $3,035,000 have been appropriated from the
water replacement fund for Project No. 5024. The total estimated project cost is shown in Table 1:

RESOLUTION NO. 1436
A RESOLUTION OF THE BOARD OF DIRECTORS OF
CARLSBAD MUNICIPAL WATER DISTRICT (CMWD), FOR
ACCEPTING BIDS AND AWARDING THE CONTRACT TO
INDUSTRIAL COATING AND RESTORATION SERVICES, INC.
FOR THE "Dl" AND "D2" STEEL WATER TANKS INTERIOR
AND EXTERIOR COATING AND MISCELLANEOUS REPAIRS,
PROJECT NO. 5024.
WHEREAS, the Board of Directors of the Carisbad Municipal Water District, Carisbad,
California, desires to recoat the interior and overcoat the exterior of CMWD's "Dl and "D2" steel
tanks and perform miscellaneous repairs; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment,
transportation, and other expenses necessary or incidental to the "Dl" and "D2" Steel Water Tanks
Interior and Exterior Coating and Miscellaneous Repairs, Project Nos. 5024, have been prepared and
are on file in the Utilities Department, Engineering Division, of the City of Carisbad and are
incorporated herein by reference; and
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per State
CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services
involving negligible or no expansion; and
WHEREAS, the project is located in the coastal zone, however, repair and maintenance activities
not described in Carisbad Municipal Code Section 21.201.070 do not require a Coastal Development
Permit; and
WHEREAS, tank inspection will be performed by a National Association of Corrosion
Engineers (NACE) Certified Inspection services firm, CSI Services, for "Dl" and "D2" Interior and
Exterior Coating and Miscellaneous Repairs, Project Nos. 5024; and
WHEREAS, the Engineer's Estimate for the "Dl" and "D2" Interior and Exterior Coating and
Miscellaneous Repairs, Project Nos. 5024, is a total of $665,800 and the appropriation from the Water
Replacement Fund is sufficient for the project.
WHEREAS, on December 6, 2011, the Board of Directors of Carisbad Municipal Water,
Resolution No. 1432, has previously approved plans for construction of the "Dl" and "D2" Interior
and Exterior Coating and Miscellaneous Repairs, Project Nos. 5024; and ^

WHEREAS, nine (9) sealed bids were received on January 24, 2012 by the District for the
construction of said project; and
WHEREAS, the apparent lowest bidders does not meet the Experience Requirement, as
required in the contract documents; and therefore. Industrial Coatings and Restoration Services,
Inc. bid is a nonresponsive bids; and is precluded from award of a contract; and
WHEREAS, the lowest responsive and responsible bid to construct said project was
submitted by Advanced Industrial Services in the amount of $499,800; and
WHEREAS, there are sufficient funds currently appropriated for Project No. 5024 to
complete the project; and
WHEREAS, Subsection 3.28.040(C)(6) of the Carisbad Municipal Code authorizes the
Executive Manager to approve change orders in the amount equal to the contingency set at the time
of project award.
NOW, THEREFORE, BE IT RESOLVED by the Carisbad Municipal Water District Board
of the City of Carisbad, California, as follows:
1. That the above recitations are true and correct.
2. That the bid of $499,800 submitted by Advanced Industrial Services for the for the
"Dl" and "D2" Interior and Exterior Coating and Miscellaneous Repairs, Project Nos. 5024,, is
accepted and the President is hereby authorized to execute the contract with Industrial Coatings
and Restoration Services, Inc., for Project No. 5024.
3. That the Executive Manager is hereby authorized to approve construction change
orders up to $66,000.
4. That the award of this contract is contingent upon the bidder submitting the lowest
responsible bid executing the required contract and submitting the required bonds and insurance
policies, as described in the contract, within twenty (20) days of adoption of this resolution.
The Executive Manager may grant reasonable extensions of time.

PASSED, APPROVED AND ADOPTED at a Special Meeting of the Board of
Directors of the Carisbad Municipal Water District of the City of Carisbad on the 28th
day of February, 2012, by the following vote to wit:
AYES: Board Members Hall, Kulchin, Blackburn, Douglas and Packard.
NOES: None.
