RECOMMENDED ACTION:
Adopt Resolution No. 1445 approving plans and specifications and authorization to advertise for
bids for the Santa Fe II Reservoir Drainage Improvements, Project No. 5031
ITEM EXPLANATION:
The Santa Fe II Reservoir is located in the City of San Marcos. Access to the site is obtained by
proceeding south along White Sands Drive from San Marcos Boulevard to Coast Avenue, as shown
on Exhibit 1 Location Map. The reservoir was constructed in 1986 and has a storage capacity of 9.0
million gallons. The existing tank is 220 feet in diameter and 32 feet tall. The majority of the reservoir
was buried by using a crib wall along the northwesterly side of the reservoir. A geotechnical review
was performed in 2011 and determined that the existing crib wall has settled at several locations as
much as 8 feet. The existing drainage system has failed and surface runoff is causing extensive
erosion of the slopes below the reservoir. Staff prepared plans and specifications to remove the
upper 15 foot layer of the existing crib wall entirely. The lower crib wall will be repaired. The area
above the lower layer crib wall will be re-graded and a new drainage system will be incorporated. The
newly exposed exterior wall surface of the tank will be painted. In addition, the project includes
replacing the existing perimeter site fence. The new fencing will use a miniature mesh "Secure
Guard" to prevent climbing and reduce potential for cutting the fence material.
FISCAL IMPACT:
Santa Fe II Reservoir Drainage Improvements, Project No. 5031 is part of the Capital Improvement
Program. Funds in the amount of $645,000 have been appropriated from the water replacement fund
for Project No. 5031. The Engineer's Estimate for the construction contract for Santa Fe II Reservoir
Drainage Improvements is $500,000. The total estimated project cost is shown in Table 1:

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(b) - repair and maintenance of existing facilities. A Notice of Exemption
was filed with the San Diego County Clerk on June 26, 2012.

A RESOLUTION OF THE BOARD OF DIRECTORS OF
3 CARLSBAD MUNICIPAL WATER DISTRICT (CMWD), FOR
APPROVAL OF PLANS AND SPECIFICATIONS AND
4 AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE
RANCHO CARLSBAD PRESSURE REDUCING STATION AND
5 METER REPLACEMENT. PROJECT NO 5020.
6 WHEREAS, the Board of Directors of the Cartsbad Municipal Water District, Carisbad,
7 California, desires to repair and upgrade the Santa Fe II Reservoir Drainage Improvements; and
8 WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment,
9 transportation, and other expenses necessary or incidental to the Santa Fe II Reservoir Drainage
10 Improvements, Project No. 5031, have been prepared and are on file in the Utilities Department,
11 Engineering Division, of the City of Carisbad and are incorporated herein by reference; and
12 WHEREAS, the project is exempt from the Califomia Environmental Quality Act (CEQA) per State
13 CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services
^4 involving negligible or no expansion; and
^5 WHEREAS, the Engineer's Estimate for the Santa Fe II Reservoir Drainage Improvements,
1g Project No. 5031, is a total of $645,000 and the appropriation from the Water Replacement Fund in
^ y the amount of $645,000 is sufficient for the project.
WHEREAS, the Santa Fe II Reservoir Drainage Improvements, Project No. 5031 is part ofthe
-|g Capital Improvement Program and there are sufficient funds available for this project.
20 NOW, THEREFORE, BE IT RESOLVED by the Carisbad Municipal Water District Board
2^ of the City of Carisbad, California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents for the Santa Fe II Reservoir
Drainage Improvements, Project No. 5031, are on file in the Utilities Department, Engineering
Division, ofthe City of Carisbad and are hereby approved.
3. The District Secretary of the Carisbad Municipal Water District is hereby authorized
26 and directed to publish, in accordance with state law, a Notice to Contractors Inviting Bids for the
27 construction of Santa Fe II Reservoir Drainage Improvements, Project No. 5031
