RECOMMENDED ACTION:
Adopt Resolution No. 1465 for the Ellery, Elm and Skyline Steel Water Tanks Intenor and Exterior
Coating and Structural Repairs, Project No. 5024.
ITEM EXPLANATION:
The Carlsbad Municipal Water Distnct (CMWD) owns, operates, and maintains eleven (11) potable
water distnbution reservoirs plus seven (7) reservoirs, which are used for either recycled water or
surface water storage. In 2012, staff prepared a Distribution Reservoirs Repair and Maintenance
Program to provide a schedule for maintenance, repairs, replacements, and recoating requirements
for each tank. The program scheduled three reservoirs for new interior and exterior coatings and
structural repairs as follows.
The Ellery Tank, located north of Chestnut Avenue with access to the site obtained from Janis Way, is
shown on Exhibit 1 Location Map. The Ellery Tank is 194 feet in diameter and 22.5 feet in height with
a cone roof and a capacity of 5.0 million gallons. The Ellery Tank was constructed in 1972. The
exterior of tank was last over-coated in 1996 and the interior of tank was last recoated in 1996.
The Elm Tank, located north of Carlsbad Village Drive with access to the site obtained from Donna
Drive, is shown on Exhibit 1 Location Map. The Elm Tank is 106 feet in diameter and 22.5 feet in
height with a cone roof and a capacity of 1.5 million gallons. The Elm Tank was constructed in 1972.
The exterior of tank was last over-coated in 1998 and the interior of tank was last recoated in 1998.
The Skyline Tank, located south of Tamarack Avenue with access to the site obtained from Skyline
Road, is shown on Exhibit 1 Location Map. The Skyline Tank is 106 feet in diameter and 22.5 feet in
height with a cone roof and a capacity of 1.5 million gallons. The Skyline Tank was constructed in
1972. The exterior of tank was last over-coated in 1995 and the interior of tank was last recoated in
1995.
This project involves the following improvements:
• The exterior shell coating of all three tanks is heavily chalked and exhibits minor localized spot
corrosion from mechanical damage, and will be repaired by applying an over-coating
consisting of a zinc / hydrophobic acrylic / HDP acrylic paint.
• The interior coating system of all three tanks is comprised of an epoxy coating that is in poor to
fair condition on the roof and fair to good condition on the walls and floor. The appearance of
corrosion is emphasized by the formation of rust bleed staining. The existing interior coating of
all tanks will be removed and replaced with a zinc / polyamidoamine epoxy coating.

• All three tanks must comply with Occupational Safety & Health Administration (OSHA)
requirements. A new hand railing will be installed offset from the roof hatchway. A 30-inch
diameter manway will be added on the tank wall for access.
• To comply with California Department of Public Health requirements, the roof vent screens will
be replaced on all three tanks to prevent contamination from birds, bats and insects. A
sample tap will be installed on each tank.
• On all three tanks, the severely corroded earthquake rods that are attached to the roof beams
will be replaced, the caulking and backer rod at the tank / concrete ringwall interface will be
replaced, the liquid level indicator board will be replaced, and minor spot repairs will be
performed.
On October 23, 2012, the Board of Director's adopted Resolution No. 1448, which approved the
plans and specifications and authorized the advertisement for bids for the Ellery, Elm and Skyline
Steel Water Tanks Interior and Exterior Coating and Structural Repairs, Project No. 5024. Plans and
specifications for the project are on file in the Utilities Department. The Engineer's Estimate for the
project was $1,000,000. On December 18, 2012, the Utilities Department received four (4) sealed bids
as follows:

Staff has reviewed all bid documents submitted by Simpson Sandblasting and Special Coatings, Inc.
and all were found to be in order.
Staff recommends awarding the contract to the lowest responsible bidder, Simpson Sandblasting and
Special Coatings, for the total bid amount of $1,060,380.
FISCAL IMPACT:
The reservoir repair and maintenance program, Project No. 5024, includes rehabilitation of nine steel
tanks and three concrete tanks. Three of the nine steel tanks remain to be coated and are scheduled
for FY 14-15. Funds in the amount of $3,035,000 have been appropriated from the water replacement
fund for Project No. 5024. The total estimated project cost is shown in Table 1:

The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving
negligible or no expansion.

A RESOLUTION OF THE BOARD OF DIRECTORS OF

ACCEPTING BIDS AND AWARDING THE CONTRACT TO
4 INDUSTRIAL COATING AND RESTORATION SERVICES, INC.
FOR THE ELLERY, ELM, & SKYLINE STEEL WATER TANKS
5 INTERIOR AND EXTERIOR COATING AND STRUCTURAL
REPAIRS. PROJECT NO. 5024.

WHEREAS, the Board of Directors of the Carfsbad Municipal Water District, Carlsbad,
California, desires to recoat the interior and overcoat the exterior of CMWD's Ellery, Elm and
Skyline steel tanks and perform structural repairs; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment,
transportation, and other expenses necessary or incidental to the Ellery, Elm and Skyline Steel Water
Tanks Interior and Exterior Coating and Structural Repairs, Project Nos. 5024, have been prepared
and are on file in the Utilities Department, Engineering Division, of the City of Carlsbad and are
incorporated herein by reference; and
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per
State CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services
involving negligible or no expansion; and
WHEREAS, the project is located in the coastal zone, however, repair and maintenance
activities not described in Carisbad Municipal Code Section 21.201.070 do not require a Coastal
^ ^ Development Permit; and
20 WHEREAS, the Engineer's Estimate for the Ellery, Elm and Skyline Steel Water Tanks
2^ Interior and Exterior Coating and Structural Repairs, Project Nos. 5024, is a total of $1,500,000 and
22 the appropriation from the Water Replacement Fund is sufficient for the project; and
23 WHEREAS, on October 23, 2012, the Board of Directors of Carisbad Municipal Water,
2^ Resolution No. 1448, has previously approved plans for construction of the Ellery, Elm and Skyline
2^ Steel Water Tanks Interior and Exterior Coating and Structural Repairs, Project Nos. 5024; and
2^ WHEREAS, four (4) sealed bids were received on December 18, 2012, by the District for
the construction of said project; and

1 WHEREAS, the lowest responsive and responsible bid to construct said project was
2 submitted by Simpson Sandblasting and Special Coatings in the amount of $1,060,380; and
3 WHEREAS, there are sufficient funds currently appropriated for Project No. 5024 to
4 complete the project; and
5 WHEREAS, Subsection 3.28.040(C)(6) of the Carlsbad Municipal Code authorizes the
6 Executive Manager to approve change orders in the amount equal to the contingency set at the time
7 of project award.
8 NOW, THEREFORE, BE IT RESOLVED by the Carisbad Municipal Water District Board
9 of the City of Carisbad, California, as follows:
10 1. That the above recitations are true and correct
11 2. That the bid of $1,060,380 submitted by Simpson Sandblasting and Special
12 Coatings for the for the Ellery, Elm and Skyline Steel Water Tanks Interior and Exterior Coating and
13 Structural Repairs, Project Nos. 5024, is accepted and the President is hereby authorized to
14 execute a contract with Simpson Sandblasting and Special Coatings, Inc., for Project No. 5024.
15 3. That the Executive Manager is hereby authorized to approve construction change
16 orders up to $269,620.
17 4. That the award of this contract is contingent upon the bidder submitting the lowest
18 responsible bid executing the required contract and submitting the required bonds and insurance
19 policies, as described in the contract, within twenty (20) days of adoption of this resolution.
20 The Executive Manager may grant reasonable extensions of time.
