RECOMMENDED AaiON:
Adopt Resolution No. 1506 rejecting all bids and authorizing the Secretary to the Board to re-
advertise for bids for the Tri-Agencies Water Transmission Pipeline, Reach 2, Phase 1, located on Pirgos
Way, Project No. 5008.
ITEM EXPLANATION:
The Tri-Agencies Water Transmission Pipeline was constructed by the San Diego County Water Authority
(SDCWA) in 1978 to supply treated imported water to three agencies including Carlsbad Municipal Water
District (CMWD). Reach 2 ofthe Tri-Agencies Transmission Pipeline only serves water to CMWD and was
subsequently quitclaimed by the SDCWA to CMWD in 1982. It is one of four major transmission pipelines
supplying imported water to CMWD, and is therefore, a critical water supply pipeline.
Reach 2 is 21-inches in diameter and begins at the SDCWA's meter vault referred to as "CMWD No. 4
Service Connection" which is located near the intersection of Cannon Road and Wisteria Drive in the City
of Oceanside. Reach 2 proceeds westerly terminating near the intersection of College Boulevard and
Carlsbad Village Drive in the Calavera Hills area ofthe City of Carlsbad.
There have been numerous leaks on Reach 2 caused by severely corroded and partially disintegrated bell
and spigot joints. A report prepared on Reach 2 titled "Tri-Agencies Pipeline Alternatives Investigation"
provided information on various options to address the pipeline condition. Based on findings in the
report, staff has determined that Reach 2 can be downsized to an 18-inch diameter pipeline due to the
construction of new water transmission mains on College Boulevard and Cannon Road.
The report recommends replacing the water transmission pipeline in two separate construction phases.
Phase I ofthe pipeline replacement extends from the "CMWD No. 4 Service Connection" westerly along
Pirgos Way to the City limits of Carlsbad, a length of approximately 1,820 feet (refer to Exhibit 1). The
Phase I project will also require the replacement of the existing pressure sustaining facility containing
control valves designed to sustain the upstream pressure to the meter located at the SDCWA's "CMWD
No. 4 Service Connection". The control valves will be installed in a new below grade concrete vault. Phase
2 extends from the west terminus of the Phase 1 project to College Boulevard.

On August 26, 2014, the Carlsbad Municipal Water District Board of Directors adopted Resolution No.
1498 which approved the plans and specifications and authorized the advertisement for bids for the
construction of the Tri-Agencies Water Transmission Pipeline, Reach 2, Phase 1, Project No. 5008. The
Engineer's Estimate for the project was $900,000. On October 15, 2014 the Utilities Department received
four (4) sealed bids as follows:

The four bids received were significantly above the Engineers Estimate. Staff will be reviewing the plans
and specifications, to determine whether any cost savings can be achieved. Following this review, staff
recommends re-bidding the Tri-Agencies Water Transmission Pipeline Reach 2, Phase 1, Project No. 5008,
to provide an opportunity to receive lower bids.
FISCAL IMPACT:
An Engineer's Estimate of the construction cost of Tri-Agencies Water Transmission Pipeline, Reach 2,
Phase 1, Project No. 5008 was prepared by Black & Veatch Corporation and totals $900,000. Reach 2,
Phase 1, is part of the larger capital improvement project Tri-Agencies Water Transmission Pipeline,
Project No. 5008. As shown in Table 1 the current project appropriation for Tri-Agencies Water
Transmission Pipeline, Project No. 5008 is $6,455,000 from the Water Replacement Fund.

ENVIRONMENTAL IMPACT:
The project was previously evaluated in the Final Program Environmental Impact Report (EIR), dated
October 2012, for the City of Carlsbad Sewer Master Plan and the Carlsbad Municipal Water District
(CMWD) Water and Recycled Water Master Plan Updates (EIR 12-01). The EIR evaluated the potential
environmental effects of the project components described in the CMWD 2012 Water Master Plan
Update. This project (Phase I ofthe Water Supply and Transmission Project No. 48) is within the scope of
the Final Program EIR 12-01 and no further California Environmental Quality Act (CEQA) compliance is
required.

8 has determined it necessary, desirable, and in the public interest to replace the existing 21-inch
9 Tri-Agencies Water Transmission Pipeline with a new 18-inch steel water pipeline and;
10 WHEREAS, on August 26, 2014, the Board of Directors of the Carlsbad Municipal Water
^ ^ District, California adopted Resolution No. 1498, which approved the plans for the construction

WHEREAS, an environmental impact assessment was conducted for the Tri-Agencies

1^ Pipeline Project, and a Program EIR was approved by the Board through Resolution No. 2012-

17 WHEREAS, four sealed bids were received on October 15, 2014 by the Carlsbad
1^ Municipal Water District for the construction of the Tri-Agencies Water Transmission Pipeline,
Project No. 5008; and
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District, California,
has determined it necessary, desirable, and in the public interest to reject all bids in accordance
with California Public Contracts Code, Section 22038, and the Municipal Code Section 3.28.080

24 and to seek new bids for the Tri-Agencies Water Transmission Pipeline, Project No. 5008; and
25 WHEREAS, the Engineer's estimate for the project cost is $900,000; and
WHEREAS, there are sufficient funds available in the Water Replacement Fund to

complete the project; and

1 WHEREAS, under the operating agreement with the City of Carlsbad, Carlsbad Municipal
^ Water District adopted the city's purchasing rules; and
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of
the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the four bids submitted for the Tri-Agencies Water Transmission Pipeline, Reach
2, Phase 1, Project No. 5008 are hereby rejected.

9 3. The Secretary to the Board is hereby authorized and directed to publish, in
10 accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Tri-
11 Agencies Water Transmission Pipeline, Reach 2, Phasel, Project No. 5008, in accordance with
12 the plans, specifications, and contract documents referred to herein.
