RECOMMENDED AaiON:
Adopt Resolution No. 1515 approving the plans and specifications and authorizing the
Secretary to the Board to advertise for bids for the Recycled Water Phase III Pipeline Expansion
Segment lA and 7, located within the Palomar Airport Business Park, The Villas of Calaveras Hills
Home Owners Association and Hope Elementary School Site, Project No. 5208.
ITEM EXPLANATION:
Pipeline Expansion Segments lA and 7 are part ofthe Phase HI Recycled Water Project. These two
pipeline segments are being constructed separately as part ofthe region's Round 3 Proposition 84
IRWM Grant.
Pipeline Expansion Segment No. lA is located within the Palomar Airport Business Park along Las
Palmas Rive, Corte Del Nogal, Corte Del Abeto, Yarrow Drive, Corte De La Pina, Corte Del Cedro, and
Cosmos Court. Pipeline Expansion Segment No. 7 is located within The Villas of Calaveras Hills Home
Owners Association and Hope Elementary School Site along Carlsbad Village Drive, Tamarack
Avenue and Chatham Road.
This project includes the construction of approximately 4,150 linear feet of 8-inch diameter, 6,600
linear feet of 6-inch diameter, and 3,400 linear feet of 4-inch diameter polyvinyl chloride (PVC)
pipeline and 58 recycled water services. Recycled water in these pipeline segments will be used for
landscape irrigation.
Staff recommends approving the plans and specifications and authorizing the Secretary to the Board
to advertise for bids for the construction of Recycled Water Phase 111 Pipeline Expansion Segment
lA and 7, Project No. 5208.

FISCAL IMPACT:
An Engineer's Estimate of the construction cost of Recycled Water Phase 111 Pipeline Expansion
Segment lA and 7, Project No. 5208 was prepared and totals $2,900,000. The project's construction
contract will be with CMWD. A summary of estimated construction costs and available funds is
shown in Table 1.

Sufficient funds have been appropriated from the Recycled Water Fund to fund this project.
ENVIRONMENTAL IMPACT:
An environmental impact assessment was conducted for the Phase 111 Recycled Water Project, and
a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program was approved
by the Board through Resolution No. 1455, on November 27, 2012.
PUBLIC NOTIFICATION:
None required.

8 WHEREAS, the Board of Directors of the Carlsbad Municipal Water District, California
9 has determined it necessary, desirable, and in the public interest to install approximately 4,150
linear feet of 8-inch diameter, 6,600 linear feet of 6-inch diameter, and 3,400 linear feet of 4-
inch diameter polyvinyl chloride (PVC) pipeline and 58 recycled water services.; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental of said project have
been prepared and are on file in the Utilities Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, an environmental impact assessment was conducted for the Phase III
18 Recycled Water Project, and a Mitigated Negative Declaration and Mitigation Monitoring and
19 Reporting Program was approved by the Board through Resolution No. 1455, on November 27,
2012;and
WHEREAS, the Engineer's estimate for the project cost is $2,900,000; and
WHEREAS, sufficient funds exist in the Recycled Water Fund.
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of
the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.

1 2. That the plans, specifications and contract documents for the Recycled Water Phase
2 III Pipeline Expansion Segment lA and 7, Project No. 5208 are on file in the Utilities Department
3 of the City of Carlsbad and are hereby approved.
4 3. The Secretary to the Board is hereby authorized and directed to publish, in
^ accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
Recycled Water Phase III Pipeline Expansion Segment lA and 7, Project No. 5208, in accordance
with the plans, specifications, and contract documents referred to herein.
