Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within
the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

SWRCB –Final Adopted Emergency
Regulation for Urban Water Conservation
•Regulations extended until October 2016 with “modest
adjustments to respond to reasonable concerns”.
‒Climate
‒Growth
‒New, local, drought-resilient supply
•Revise or rescind Emergency Regulation no later than May 2016 depending upon precipitation data.
•Meet with stakeholders and DWR to develop a framework and options for a more resilience-based conservation approach into the future.

•CMWD qualifies for an eight percent reduction in its
conservation standard.
