Recommended Action
Adopt a Resolution approving out of state travel for Carlsbad Municipal Water District (CMWD)
department staff to attend the Design Build Institute of America (DBIA) Water/Wastewater
Conference.
Executive Summary
CMWD is requesting approval to allow one staff member (Associate Engineer) to attend the
three-day DBIA Water/Wastewater annual conference held in Minneapolis, MN from March 29
through March 31, 2017. The CMWD staff member will be presenting details of the Carlsbad
Water Recycling Facility (CWRF) Phase Ill Expansion Project with the design-build consultant at
the conference.
Discussion
The DBIA Water/Wastewater Conference is held over three days and focuses on implementing
the design-build project method in the water and wastewater industry. Design-build is a method
of project delivery in which one entity, the design-build team, works under a single contract with
the project owner to provide design and construction services.
The conference is held in Minneapolis, MN from March 29 through March 31, 2017. The staff
member will attend technical sessions covering topics such as scheduling, innovation, and best-
practices. The CMWD staff member will join the design-build consultant for the CWRF Phase Ill
Expansion Project to present the project's specific best-practices and lessons learned. The CWRF
was CMWD's first design-build project. Following its success, CMWD would like to expand their
knowledge and involvement in the design-build industry.

Fiscal Analysis
The total cost to attend the conference is approximately $2,100 which includes travel lodging,
conference registration, and meals for the conference. Funds are available in the fiscal year (FY)
2016-17 out-of-state travel budget and will cover all the estimated costs.

Next Steps
After attending the conference, the CMWD staff member will provide an overview to office
department staff.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

RESOLUTION NO. 1559
A RESOLUTION OF THE BOARD OF DIRECTORS FOR THE CARLSBAD
MUNICIPAL WATER DISTRICT APPROVING OUT OF STATE TRAVEL FOR
CARLSBAD MUNICIPAL WATER DISTRICT DEPARTMENT STAFF TO ATTEND
THE DESIGN BUILD INSTITUTE OF AMERICA (DBIA) WATER/WASTEWATER
CONFERENCE.
EXHIBIT 1
WHEREAS, City Council Policy No. 2 governs requests for out of state travel by employees when
such travel benefits the city and Carlsbad Municipal Water District (CMWD); and
WHEREAS, one staff member from CMWD seeks approval to attend a three day conference in
Minneapolis, MN. The staff member will be presenting details on the Carlsbad Water Recycling Facility
Phase Ill Expansion Project and attending technical sessions; and
WHEREAS, the Board agrees that it is in the public's best interest to authorize out of state travel
for CMWD staff to attend the DBIA Water/Wastewater Conference from March 29 through March 31,
2017;and
WHEREAS, the cost to attend the three-day conference, including travel and lodging, will be
paid for by previously approved out-of-state travel funds in the fiscal year 2016-17 CMWD travel
budget. There is no additional fiscal impact to the city or CMWD.
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City
of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. In accordance with city policy, out of state travel is hereby authorized for an Associate
Engineer in CMWD to attend a three day DBIA Water/Wastewater Conference.
