Executive Summary
The Bolero Pressure Reducing Station is one of Carlsbad Municipal Water District's (CMWD) 74
pressure reducing stations for the potable water distribution system. The buried concrete
pressure reducing station was built in 1977 and has reached the end of its useful life and is in
need of replacement. The defects include cracked concrete and exposed rebar within the buried
vault, located in Bolero Street, in the southeast portion of Carlsbad. To coordinate distribution
system upgrade efforts, the pipe and appurtenances inside the concrete vault will also be
replaced due to age. Water service to customers will be maintained during construction. Staff
recommends accepting bids and awarding a contract to Wright Construction Engineering Corp.
for the construction bids of Project No. 5020-A.
Discussion
CMWD's water distribution system is divided into 17 pressure zones. A pressure reducing station
is located between two different pressure zones to provide customers with an acceptable range
of water pressure. The pressure reducing station consists of valves and appurtenances located in
a buried concrete vault which maintain a downstream pressure in the system.
The Bolero Pressure Reducing Station is located on Bolero Street, within the public right-of-way.
The demolition of the existing vault and construction of a new vault will require a shutdown of
the 12-inch waterline for the duration of construction. In order to prepare for this work, CMWD
staff installed an insertion valve to isolate the vault location that will allow water service to
customers to be maintained during construction.

The scope of the project requires the existing vault and appurtenances to be removed, new cast-
in-place concrete vault to be poured and new steel pipe and valves to be installed. All existing
electrical and Supervisory Control and Data Acquisition (SCADA) connections will be
reestablished after the installation of the new equipment.
Traffic control will be in place during construction and traffic will be maintained on Bolero Street
throughout the project. Traffic control plans are required to be submitted and approved prior to
the contractor mobilizing to the site and beginning construction.
On Jan. 23, 2017, through the adoption of Resolution No. 1561, the CMWD Board approved plans
and specifications and authorized the secretary to the Board to advertise to receive bids for the
Bolero Pressure Reducing Station Replacement, Project 5020-A.
On March 28, 2017, seven sealed bids were received for the construction of this project as shown
in the following table.

Wright Construction Engineering Corp. submitted the lowest bid in the amount of $226,000. Staff
has completed the review of the bid documents and has determined that Wright Construction
Engineering Corp. is the confirmed low bidder and their bid documents are responsive. Wright
Construction Engineering Corp. submitted a list of similar projects to show their capabilities and
qualifications to perform the specified work. Staff recommends that Wright Construction
Engineering Corp. be awarded the contract.
The construction contract contains general performance standards, references technical
specifications, and includes a one year warranty period. A 10 percent retention will be withheld
from each progress payment until final acceptance of the project. The construction contract
includes liquidated damages which may be assessed in the amount of $500 per day for each day
in excess of the time specified for completion of the work.
Fiscal Analysis
The engineer's estimate of the construction cost of the Bolero Pressure Reducing Station
Replacement, Project No. 5020-A is $216,000. Funds for the project have been appropriated in
the Pressure Reducing Station Replacement Program in the Capital Improvement Program (CIP).

Next Steps
Once awarded, staff will provide the Public Works contract to Wright Construction Engineering
Corp. for their execution and requestthat Wright Construction Engineering Corp. provide the
required bonds and proof of insurance. Once this task is complete, staff will schedule a pre-
construction meeting with Wright Construction Engineering Corp. and a Notice-to-Proceed will
be issued. The duration of the construction contract is 90 working days, exclusive of rain days
and change orders that may extend the contract duration. Upon the successful completion of
the project, staff will request that the Board accept the construction of the Bolero Pressure
Reducing Station and direct the secretary of the Board to record a Notice of Completion and to
release bonds.
Environmental Evaluation (CEQA)
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(b)-repair and minor alteration of existing facilities, including public
utility services, involving negligible or no expansion. Further, all construction is located within
the street.
Public Notification
None required. While none is required, CMWD will provide public notice in advance of
construction activities using multiple media methods, such as signage, email, website and other
city communication channels. The construction contractor will also be required to notify the
public of construction activities.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD
MUNICIPAL WATER DISTRICT BOARD (CMWD), ACCEPTING BIDS AND
AWARDING A CONTRACT TO WRIGHT CONSTRUCTION ENGINEERING CORP.
FOR CONSTRUCTION OF THE BOLERO PRESSURE REDUCING STATION
REPLACEMENT, PROJECT NO. 5020-A.

WHEREAS, the Carlsbad Municipal Water District Board of the City of Carlsbad, California has
determined it necessary, desirable, and in the public interest to remove and replace the below ground
concrete vault and appurtenances within the Bolero Pressure Reducing Station; and
WHEREAS, on Jan. 23, 2017, through the adoption of Resolution No. 1561, the Carlsbad
Municipal Water District {CMWD) Board approved plans and specifications, and authorized the
secretary to the Board to advertise to receive bids for the construction of the Bolero Pressure Reducing
Station Replacement, Project No. 5020-A; and
WHEREAS, seven sealed bids were received on March 28, 2017, by CMWD for the construction
of this project; and
WHEREAS, the lowest responsible and responsible bid was submitted by Wright Construction
Engineering Corp. in the amount of $226,000; and
WHEREAS, funds have been appropriated from the Bolero Pressure Reducing Station
Replacement Program, Capital Improvement Project No. 5020 and are sufficient for the completion of
this project; and
WHEREAS, the project is exempt from CEQA per State CEQA Guidelines Section 15301(b) -
repair and minor alteration of existing facilities, including public utility services, involving negligible or
no expansion. Further, all construction is located within the street.

NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City
of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the bid in the amount of $226,000 submitted by Wright Construction Engineering
Corp. for construction of the Bolero Pressure Reducing Station Replacement, Project No. 5020-A, is
accepted and the president of the Board is hereby authorized to execute a contract with Wright
Construction Engineering Corp.
3. That the executive manager or designee is hereby authorized to approve construction
change orders up to $40,000.
4. That the award of this contract is contingent upon the bidder submitting the lowest
responsible bid, executing the required contract and submitting the required bonds and insurance
policies, as described in the contract, within 20 days of adoption of this Resolution. The executive
manager may grant reasonable extensions of time.
PASSED, APPROVED AND ADOPTED at a Special Meeting of the Carlsbad Municipal Water
District of the City of Carlsbad on the 23rd day of May, 2017, by the following vote, to wit:
