Recommended Action
Adopt a Resolution approving plans and specifications and authorizing the secretary to the
Board of the Carlsbad Municipal Water District (CMWD) to advertise and receive bids for the C
and D3 Steel Water Tanks Coating and Structural Repairs, Project No. 5024.
Executive Summary
The C tank and D3 water storage tanks are scheduled for new interior and exterior coatings and
structural repairs as part of the Reservoir Repair and Maintenance Program, CIP No. 5024. Staff
recommends that the Board approve the project plans and specifications and authorize the
secretary to the Board to advertise and receive construction bids for C and D3 Steel Tanks Coating
and Structural Repairs, Project No. 5024 (Project).
Discussion
CMWD owns, operates and maintains 11 potable water distribution reservoirs and 7 reservoirs
that are used for either recycled water or surface water storage. In 2012, CMWD developed a
Reservoir Repair and Maintenance Program (Program). As a part of that Program, both the C
and D3 tanks are scheduled for interior and exterior coatings and structural repairs.
The D3 tank is a circular welded steel tank, constructed in 1995. The 175 foot diameter tank
stands 50 feet high and has a storage capacity of 9 million gallons. The tank is located south and
east of the Poinsettia Lane and Black Rail Road intersection and is an integral component of the
potable water distribution and storage system.
The C tank is also a circular welded steel tank that was constructed in 1961. It is located
northeast of the intersection of Cannon Road and College Boulevard near Sage Creek High
School. The 75 foot diameter tank stands 32 feet high and has a storage capacity of 1 million
gallons of recycled water. Originally part of the potable water distribution system, the tank was
later converted to recycled water storage. The tank was last coated in the mid-1990s.

Improvements to the C and D3 tanks will include the removal of the interior coating and
application of a new zinc and 3-coat epoxy coating system along with the installation of an
exterior over-coating. Numerous structural repairs are required which include: replacement of
earthquake rod assemblies, water level indicators, cathodic protection, interior and exterior
ladders, handrails, gates and repair and replacement of miscellaneous hatches and vents. For
quality assurance, special inspection of the coating systems will be provided by a National
Association of Corrosion Engineers (NACE) certified inspection service firm.
Fiscal Analysis
The engineer's estimate of the construction cost of the C and D3 Steel Water Tanks Coating and
Structural Repairs, Project No. 5024, is $1,500,000. The total Project cost of $1,910,000
includes: construction contract; contingency for change orders management; construction
management and inspection; engineering support for contractor shop drawings, requests for
information, meetings; community outreach. The Project will be funded by the Water
Replacement Fund. A summary of available funds and estimated construction costs are shown
in the table below:

Next Steps
A Construction Contract Request for Bids will be advertised on the city bid site. Staff will then
return to the Board to recommend awarding a contract to the lowest responsive and
responsible bidder.

Environmental Evaluation (CEQA)
The Project is exempt from the California Environmental Quality Act {CEQA) per State CEQA
Guidelines Section 15301{b)-repair and minor alteration of existing facilities, including public
utility services, involving negligible or no expansion.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date. Community outreach
will be performed in advance and during construction activities to provide nearby residents
with information and timing of contractor activities.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD
MUNICIPAL WATER DISTRICT BOARD {CMWD), APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE SECRETARY TO THE BOARD OF THE
CARLSBAD MUNICIPAL WATER DISTRICT TO ADVERTISE AND RECEIVE BIDS
FOR THE C AND D3 STEEL WATER TANKS COATING AND STRUCTURAL
REPAIRS, PROJECT NO. 5024.
EXHIBIT I
WHEREAS, the Carlsbad Municipal Water District Board of the City of Carlsbad, California has
determined it necessary, desirable, and in the public interest to recoat and provide structural repairs
to the C and D3 steel water tanks; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment,
transportation, and other expenses necessary, or incidentals of C and D3 Steel Water Tanks Coating
and Structural Repairs, Project No. 5024 (Project), have been prepared and are on file at CMWD of the
City of Carlsbad and are incorporated by reference herein; and
WHEREAS, the Project is exempt from CEQA per State CEQA Guidelines Section 15301{b) -
repair and minor alteration of existing facilities, including public utility services, involving negligible or
no expansion; and
WHEREAS, the engineer's estimate of the construction contractor's bid for the Project is
$1,500,000; and
WHEREAS, sufficient funds exist in the Reservoir Repair and Maintenance Program, CIP No.
5024.
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City
of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the C and D3 Steel Water
Tanks Coating and Structural Repairs, Project No. 5024, on file at CMWD of the City of Carlsbad are
hereby approved.
