Recommended Action
Adopt a Resolution approving plans and specifications and authorizing the secretary to the
Board to advertise and receive bids for the Recycled Water Phase Ill Installation of Recycled
Water Services, Project No. 5205-B.
Executive Summary
The Recycled Water Phase Ill Installation of Recycled Water Services, Project No. 5205-B
(Project), is part of the Carlsbad Municipal Water District's (CMWD) $37 million Phase Ill
Recycled Water Program and provides recycled water services to customers adjacent to existing
recycled water mains.
The Carlsbad Municipal Code requires the Board to adopt plans and specifications for all
construction projects that are to be formally bid when the value exceeds the limits established
by the Public Contract Code including the alternate provisions of the Uniform Public
Construction Cost Accounting Act. The Public Contract Code limit is $175,000. The estimated
construction cost for this Project is $593,400 and therefore is subject to this requirement. Staff
recommends approving the plans and specifications and authorizing the secretary to the Board
to advertise and receive construction bids.
Discussion
CMWD started its Recycled Water Program in 1990 with Phase I. The Carlsbad Water Recycling
Facility (CWRF) was constructed beginning in 2002 as part of Phase II expansion and was
completed in 2008. Recycled water production was approximately 4,000 acre feet per year
(afy). In 2012, Phase Ill began with the preparation of a feasibility study, which recommended
an expansion of CWRF, 18 miles of new pipeline, and construction of a LS-million-gallon
storage tank. Currently, only the storage tank and 6 miles of pipeline remain to be constructed.
The Project will construct 26 new recycled water services for irrigation customers and three
wharf heads throughout the CMWD service area. The services will range in size from 1 to 2
inches in diameter for irrigation customers adjacent to the existing recycled water distribution
system and will utilize approximately 147 afy of additional recycled water. The wharf heads are

small hydrants that will allow authorized city and CMWD staff access to recycled water for uses
such as sewer cleaning, dust control ,and street sweeping. All work will be within the public
right-of-way.
The construction contract for the Project will contain general performance standards, technical
specifications, sequencing requirements to minimize disruptions, and a one year warranty
period. Retention will be withheld from each progress payment until final acceptance of the
Project. The anticipated construction duration is approximately four months, and the
construction contract includes liquidated damages which may be assessed for each day in
excess of the time specified for completion of the work.
Fiscal Analysis
An engineer's estimate of the construction cost of the Project was prepared and totals $430,000.
The total estimated Project cost of $593,400 includes: construction contract, contingency for
change order management, construction management and inspection, and engineering and
administrative support for contractor shop drawings, request for information, meetings, and
community outreach.
This Project is being funded by the Clean Water State Revolving Fund and Proposition 84,
Round 3 Integrated Regional Water Management Grant. A summary of estimated construction
costs and available funds is shown in the table below:

As shown in the table above, an additional appropriation of $86,372 is needed to meet the
Project's estimated costs. If the bids received exceed available funds, staff will return to the
Board and request additional funds at the time of contract award.
Next Steps
A construction contract request for bids will be advertised on the city bid website. Staff will
then return to the Board to recommend awarding a contract to the lowest responsive and
responsible bidder. Construction is estimated to begin in October 2018 and to finish by the end
of December 2018.

Environmental Evaluation (CEQA)
An environmental impact assessment was conducted for the Recycled Water Phase Ill
Installation of Recycled Water Services, Project No. 5205-B, and a Mitigated Negative
Declaration and Mitigation Monitoring and Reporting Program was approved by the Board
through Resolution No. 1455, in Nov. 27, 2012.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date. Prior to the start of
construction, the public will be notified of the construction activities using media methods such
as signage, email, website and other city communication channels. The construction contractor
will also be required to notify the public of construction activities via changeable message signs,
door hangers, letters to property owners, and/or "NO PARKING" signs, as applicable.

SPECIFICATIONS AND AUTHORIZING THE SECRETARY TO THE BOARD TO
ADVERTISE AND RECEIVE BIDS FOR THE RECYCLED WATER PHASE Ill
INSTALLATION OF RECYCLED WATER SERVICES, PROJECT NO. 5205-B.
EXHIBIT 1
WHEREAS, the Carlsbad Municipal Water District (CMWD) Board of Directors of the City of
Carlsbad, California has determined it necessary, desirable, and in the public interest to construct
recycled water services at locations adjacent to the existing recycled water distribution system
throughout the CMWD service area; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment,
transportation, and other expenses necessary or incidental for the Recycled Water Phase Ill Installation
of Recycled Water Services, Project No. 5205-B (Project) have been prepared and are on file at CMWD
and are incorporated by reference herein; and
WHEREAS, an environmental impact assessment was conducted for the Project, and a Mitigated
Negative Declaration and Mitigation Monitoring and Reporting Program was approved by the Board
through Resolution No. 1455, on Nov. 27, 2012. This Project is within the scope of these environmental
documents and there are no substantial changes to the Project or the circumstances under which it is
being undertaken, and no new information of substantial importance that would require major
revisions to these environmental documents.
NOW, THEREFORE, BE IT RESOLVED by the CMWD Board of the City of Carlsbad, California, as
follpws:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the Recycled Water Phase Ill
Installation of Recycled Water Services, Project No. 5205-B, on file at CMWD are hereby approved.
3. That the secretary to the Board is hereby authorized and directed to publish, in accordance
with State law, a Notice to Contractors Inviting Bids for the construction of the Recycled Water Phase
Ill Installation of Recycled Water Services, Project No. 5205-B, in accordance with the plans,
specifications, and contract documents referred herein.
