ITEM EXPLANATION: An Administrative Order has been established to create a uniform policy and procedure for dissemination of public information to City Commissions. W TO: ALL DEPARTMENTS FROM: City Manager SUBJECT: DISSEMINATION OF PUBLIC INFORMATION TO COMMISSIONS REFERENCE: (a) Carlsbad Municipal Code (b) Commissioners' Handbook, March 1988 PURPOSE To establish a uniform policy and procedure for dissemination of public information to commissions. BACKGROUND The City Council is increasingly using citizen commissions to provide input to the City government of Carlsbad. The primary responsibility of these commis- sions is to advise and make recommendations to the City Council; other duties and powers are specified in the Municipal Code or relevant resolution. Implementation of the following procedures will help ensure that each commission is used effectively, efficiently and for the purpose it was designed. PROCEDURES 1. REQUEST FOR INFORMATION - BE RESPONSIVE. This is true whether a request comes from a commissioner, citizen, the press, or staff member. 2. DISTRIBUTE RESPONSES to all members of the commission. These bodies are designed to work together toward a common goal and therefore need to share the same information. 3. NEW PROJECTS. Commissions/commissioners should not and cannot direct City staff to work on new projects without the approval of the City Council. Therefore, if a request for information begins to look like a "project", if it is "sensitive" in nature, and/or you have doubts, discuss the request with your supervisor for direction. 022 EXHIBIT 1
