ITEM EXPLANATION; Commissioner Dahlquist has recommended a status report of the beach and lagoon access points. The following outlines the current status of each. BEACH ACCESS: 1. Elm Street, Grand Avenue, & Ocean Street Signed, opened and maintained on a regular basis by Parks Maintenance Division. 2. Christiansen Way Signed, opened from 5:00 a.m. - 10:00 p.m. (Time Lock Gate), maintained on a regular basis by Parks Maintenance Division. 3. Beech Street Unsigned, not acknowledged at this time as a city maintained access. The Municipal Projects Division has prepared plans and specifications for the construction of the access way and are currently being reviewed. The project is anticipated to go out to public bid shortly. Completion date should be in September 1988. LAGOON ACCESS: 4. Hoover Street Public access to Aqua Hedionda Lagoon is signed and open for Public Use. Public parking on north side of Cul-De-Sac at O this time only. h- CJ < 5. Cove Drive Public access is signed and open for public use as "view t/1 point" only. The Bristol Cove Property Owners Association and their management company has been notified of this change in use. The pathway across the rocks has been modified. The 3 temporary sign will be replaced when the Utilities Maintenance Department completes fabrication of a more durable metal sign. Page 2 of Commission AB # 688-6 6. Park Drive The grading for Park Drive access was done by the Pannonia Development Co. as part of the drainage improvement requirement for their development. The Coastal Commission has reviewed and approved the City's application to improve the pedestrian access to the site with the condition that fencing by added to protect the "Salicornia" plant material. The Planning Department is submitting a fencing plan to the Coastal Commission for approval prior to installation (Exhibit A). Approximately two hundred (200) linear feet of five foot high fencing will need to be installed. The fabrication of access signs have been ordered from the Utilities Maintenance Department. The vehicular access barriers adjacent to Park Drive will be installed by the Parks Maintenance Division prior to June 30, 1988. According to the Engineering Department, the construction equipment located immediately adjacent to Park Drive near the entrance to the access will be removed during the week of June 13 - 18. Future improvements to the Park Drive access are anticipated in 1989 when grading and construction begin on property immediately adjacent to the east of this temporary access. These grading and construction plans are currently under review by the City Planning Department (Exhibit B). FISCAL IMPACT: Approximately Five Hundred Dollars ($500) will be necessary for fencing, signing and installation of vehicular barriers. Funds are available in the current Operations Budget.
