RECOMMENDED ACTION:
Commission approve proposed park inventory and attached facility
location map to be included within the revised Parks and Recreation
Element.
ITEM EXPLANATION:
The Parks and Recreation Element Revision Subcommittee has prepared
a revised park inventory and use matrix to be included within the
new Parks and Recreation Element. A location map of existing and
future planned sites has also been prepared. Commission action on
the item will incorporate previous Commission and Council action
taken since the 1982 Element Revision and allow the Planning
Department to bring the Parks and Recreation Element into
conformance with all other elements of the General Plan.
The Element Revision subcommittee has not significantly altered the
park inventory since council action in August 1987, however; the
inventory has changed substantially since the 1982 revision. The
major changes since 1982 are as follows:
1. Elimination of mini, vest pocket and neighborhood park
classifications.
2. Grandfathered existing parks into three classifications;
a. Community
b. Special Use Areas
c. Special Resource Areas
3. Park acreage adjustments.
4. Consolidation of Calavera Hills Park North and East.
5. Elimination of future community park site adjacent to Palomar
Airport Road.
6. Crediting of one hundred (100) acres of Macario Canyon to
community park. (25 acres each quadrant).
o Crediting one hundred eighty eight (188) acres of Macario
b Canyon to special resource areas. (47 acres each quadrant).
Eliminated Monroe Street tennis courts (SUA) and occidental
property.

9. Addition of the following park sites:
Pio Pico - SUA
Oak - SUA
Car Country - SUA
Cannon Lake/State Surplus - SUA
Pine Street Center - SUA
Safety Center Ballfields - SUA
Pacific Rim Property - Community Park
Carlsbad High School (CHS) Tennis Complex - SUA
Hope Elementary School - SUA
Pine Street - Community Park (future)
S.W. Quad. School District Site - SUA
Carrillo Acquistion (8.5 ac.) - SUA (future)
Carrillo Ranch (existing) - SRA to SUA
Beaches and Lagoons - SRA
Alta Mira Community Park Land Acq. (from 12 ac. to 42 ac.)
Alga Norte Community Park (from 21 ac. to 35 ac.)
The Parks and Recreation Element Revision Subcommittee is
requesting commission approval of the inventory as presented in
order to proceed with the completion of the Element Revision.
