HD. HITY ATTY CITY MGR. RECOMMENDED ACTION: Accept and File. ITEM EXPLANATION: Commissioner Dahlquist has recommended a status report of the beach and lagoon access points. The following outlines the current status of each. BEACH ACCESS: 1. Elm Street, Grand Avenue, & Ocean Street Signed, opened and maintained on a regular basis by Parks Maintenance Division. 2. Christiansen Way Signed, opened from 5:00 a.m. - 10:00 p.m. (Time Lock Gate), maintained on a regular basis by Parks Maintenance Division. zo H U Zo i/5to ou 3. Beech Street Unsigned, not acknowledged at this time as a city maintained access. The Municipal Projects Division has prepared plans and specifications for the construction of the access way and are currently being reviewed. The project is anticipated to go out to public bid shortly. Completion date should be in September 1988. LAGOON ACCESS: 4• Hoover Street Public access to Agua Hedionda Lagoon is signed and open for Public Use. Public parking on north side of Cul-De-Sac at this time only. 5. Cove Drive Public access is signed and open for public use as "view point" only. The Bristol Cove Property Owners Association and their management company has been notified of this change in use. The pathway across the rocks has been modified. The temporary sign will be replaced when the Utilities Maintenance Department completes fabrication of a more durable metal sign. 015 Page 2 of Commission AB «? 788-2 6. Park Drive The grading for Park Drive access was done by the Pannonia Development Co. as part of the drainage improvement requirement for their development. The Coastal Commission has reviewed and approved the City's application to improve the pedestrian access to the site with the condition that fencing be added to protect the "Salicornia" plant material. The Planning Department submitted a fencing plan to the Coastal Commission for approval prior to installation (Exhibit 1). Approximately two hundred (200) linear feet of five foot high fencing has been installed. The installation of access signs was completed by the Utilities Maintenance Department, and has subsequently been stolen. Replacement signs have been ordered. An inspection tour of the Park Drive access was held with Commissioner Dahlquist and staff representatives on June 21, 1988 to address current and future development. Future improvements to the Park Drive access are anticipated in 1989 when grading and construction begin on property immediately adjacent to the east of this temporary access (Laguna Shores CT88-1, Exhibit 2). These grading and-construction plans are currently under review by the City Planning Department (Exhibit 3) . EXHIBITS: 1. Fencing Plans 2. Development Plans, CT-88-1 3. The Coastal Commission placed requirements on the City's improvements and they were of a temporary nature. We would like to see these improvements included in the conditions for development so that the site is improved permanently. We have met with Bob Wojcik and reviewed the plans and proposed conditions. It will be greatly appreciated and a benefit to the City if the following conditions can be included, as a condition of development: 1. The proposed ramp shown at the cul-de-sac end of Laguna Shores Place shall be installed by the developer at his cost. The material used for the ramp shall be asphalt cement. The ramp shall not exceed a 10% slope. 2. A five foot high permanent chain link fence shall be installed from the cul-de-sac end of Laguna Shores Place to the five foot topography line at the lagoon's edge. That fence length shall be approximately 180' projecting parallel to and on both sides of a ramp and shall replace the temporary fencing of the City. 3. The developer shall install steel posts at the top of the 10% ramp to prohibit vehicular access. Attached is a copy of the Coastal Commission requirements of the City for fencing which shows the importance of protecting the sensitive plant material located at the public access. The City's temporary fencing should remain in place as long as possible during development until replaced by permanent fencing. PRELIMINARY STAFF RECOMMENDATION; The staff recommends the Commission adopt the following resolution: I. Approval with Conditions.
