RECOMMENDED ACTION:
Approve request by the Seeper's of So. Cal. Car Club for use of
Holiday Park.
ITEM EXPLANATION:
Staff has reviewed a request by the Sleepers of So. Cal. Car Club
for use of Holiday Park. In view of the fact this group has helped
to support charitable organizations benefitting our community, staff
recommends approval of this specific event with the following conditions:
1. The applicant must submit a $100.00 non-refundable use fee.
2. Applicant shall submit a refundable deposit of $350.00 for
damages.
3. No trucks or trailers are to be driven on turfed areas. All
vehicles in the car show must be unloaded on the street and
driven into the park area.
4. The car show must confine their equipment to the northern
portion of Holiday Park - 75' north of gazebo pad to 75' south
of gazebo pad.
The conditions as listed above are necessary because the driving of
vehicles on park property causes compaction, ruts, and irrigation
problems. If special care is taken, little or no damages will occur.
This particular car club has had car shows at Holiday Park in the
past with no problems.
ALTERNATIVES:
Suggested alternative sites for this car show are:
1. Library parking lot.
2. Swim complex turfed area.
FISCAL IMPACT:

Dear Mr. Bradstreet:
On behalf of the Sleeper's of So. Cat. Car Club, we
hereby request to appear on the Parks & Recreation
Commission agenda for December 19, 1988 in order to
discuss and request the waiving of the policy concerning
car events at Holiday Park.
As you know, we held a very successful and family oriented
event at Holiday Park this past July, with proceeds from the
event of $1,500 having been presented to Casa de Amparo;
we are desirous of doing the same again next year! Many
wonderful compliments were received from residents of
Carlsbad who attended our event.
We would appreciation consideration of our request at this
time because of time constraints and calendar scheduling of
events by the Southern California Car Council association.

Dear Commissioners:
I would like to submit this letter in support
of the request from the "Sleepers of So. Cal."
car club to use Holiday Park for their annual
car event.
This Club is made up of responsible residents of
Carlsbad and other North County cities, and is a
Club we can all be proud of. The proceeds from
their events are donated to charitable organizations,
and thus benefits other residents of our community.
Last year's event allowed them to donate $1,500 to
Casa de Amparo.
I personally attended last year's event, and
participated in the program by presenting the
"Mayor's Trophy" to the car of my choice.
I have heard many positive comments regarding this
event, and hope that your Commission will give
favorable consideration to allowing them to again
use Holiday Park for this event. Attached is an
article showing the coverage Carlsbad received on
last year's event.

SLEEPERS' COAST CRUISE 1988

home as they passed out the maps of
the route that the 'Cruise' was to
follow. Departure time was 9 a.m. and
the cars lined up well in advance, after
taking advantage of the host club's
coffee pot.
The trip along the coast and
through some beautiful areas of San
Diego County lasted about three
hours, with plenty of time for rest
stops along the way. Eventually the
group wound its way back to Holiday
Park in Carlsbad to spend the after-
noon in a delightful tree-shaded park.
Here food and drinks were on sale,
along with raffle tickets for the great
prizes the club had gathered for the
event. Among those prizes was a
weekend for two in Cabo San Lucas,
Mexico, for pre-registered par-

Shopping Mall in Carlsbad, California,
the starting point for the COAST"
CRUISE hosted by the members of the
SLEEPERS OF SO. CALIFORNIA. Our
hosts had set up their registration
tables in the middle of a large open
lot and quickly made everyone feel at
ticipants. Other raffle prizes included
a full set of radial tires, many gift cer-
tificates for services or goodies,
polishing services, a rebuilt trans-
mission and much, much more.
In a central bandstand in the park,
we found a live band performing
during most of the afternoon, and
announcements of activities during
the breaks. The members of the
Sleepers did an excellent job of keep-
ing everyone informed of what was
happening and giving all a chance to
have a great time. A part of the
proceeds of this event were donated
to Casa de Amparo, a Crisis Center for
Children, a very worthy cause.
All the hard-working members of
the club deserve a hand for helping
all the participants enjoy a beautiful
day in Carlsbad, and we look forward
to taking part in this neat event
next year. HIN
Cars of participants were coming in a constant stream from registra-
tion opening at 7:30 a.m. until the scheduled departure time of 9 a.m.
After registration the next stop was at the table set up by our hosts
to dispense coffee and donuts to entrants.
The Cruise led us along the beach, through several towns, and
beautiful residential areas.
The main rest stop, about halfway through the cruise, gave everyone
a chance to stretch, enjoy a cool drink, and make a pit stop.

Our final stop was Holiday Park in Carlsbad. Plenty of shade, a neat
central bandstand, and lots of room for the cars.

was driving his latest custom. Quite a car!
Always nice to have a live band playing the music at an event. And
'he bandstand was perfect at Holiday Park.

MONTHLY DIRECTORS REPORT NOV. - DEC. 1988
The Parks and Recreation Commission held a workshop on Saturday
December 3, 1988, with Robin Reid acting as the facilitator. Several staff
members were also in attendance and the consensus of the group agreed
that the workshop results will assist both Commission and staff members
perform more effectively as a team. A follow-up session will be scheduled
in another five (5) months to further evaluate the effectiveness of the
Commission's overall function and its advisory capacity to the City Council.
Dave Bradstreet once again performed outstandingly this year as the master
of ceremonies for the annual Christmas tree lighting at Rotary Park on
December 4th. Thanks to the Parks division for stringing the lights, the
community merchants for their support, the Rancho Buena Vista High School
Choir, and everybody who makes this annual event possible.
The Christmas tree recycling program will once again be provided for Carlsbad
residents. Firestation #1 on Elm Street will provide a depository site in the
northern part of town while Cadencia Park will accomodate the needs for citizens
on the southern end of town. The program will begin December 26th and
the Christmas tree mulch will be used for soil amendments throughout our
community parks.
Pool deck repairs have begun at the Community Swim Complex. The aquatic
facility should be back in operation by February 1, 1989.
The Seniors division has applied for $66,846 in grant funding from the
State of California Department of Aging. If the grant funds are awarded,
the money will be used to help furnish the new Senior Center.
The Senior Commission will honor the many volunteers who assist the senior
program with a Christmas dinner to be held December 16, 1988 starting at
5:30 p.m. One hundred and thirth seven (137) R.S.V.P.'s have been received
so far. Our sincerest gratitude is extended to these volunteers for contributing
to a very worth while cause.
Hundreds of area youth showed up Saturday December 10, 1988 for basketball
skills evaluation at Stagecoach Park. The Youth Basketball League will place
all participants into teams for organized league play.
