MONTHLY REPORT DECEMBER 1988 - JANUARY 1989
Staff has been in the process of revising the 1981 Macario Canyon Master Plan
originally prepared by Iwanaga Associates. A conceptual plan has been
developed which incorporates contemporary recreational trends and is consistent
with updated circulation plans and the 1988 Parks and Recreation Element. Staff
has met and discussed the conceptual revision plans with the Commissions' Park
Site and Facility Planning Committee and will be presenting this item during the
January Parks and Recreation Commission meeting.
Three (3) Golf Course Site Studies will be presented at the January Commission
meeting for review and comments which will then be incorporated within the
presentation to City Council in February. The site studies include Macario
Canyon, the County Property and Lake Calavera.
The formation of a committee has been approved by the City Council to provide
additional public input on financing recreational facilities that would have been
built under Proposition M. Although Proposition M failed to gain the 2/3 vote
necessary for passage, the consensus of the Council was that the 62% yes vote
was a mandate of the voters to provide the recreational facilities.
The purpose of the committee will be to confirm specific recreational facilities
as identified in Proposition M, i.e., golf course, tennis facilities and other
recreational amenities. Secondly, the committee will recommend alternative
funding mechanisms to finance this recreational enhancement program. A final
report to the City Council is anticipated by early March 1989.
All divisions within the Parks and Recreation Department are currently prepar-
ing budget request for F.Y. 88-89. A "Hold-the-Line" approach to budget re-
quests will once again be strived for except in the instance of full year funding
for Calavera Hills Community Park, increased road median maintenance and the
new Senior Center facility operation.
The Recreation division basketball leagues have had a substantial increase in
participation this season. Youth Basketball enrollment is up 60% over last year
and the five (5) man adult league has increased 50%.
The daytrippers have been on the road again filling two (2) bus loads with 84
people to view the Annual Rose Parade. A Las Vegas Turnaround has been
scheduled for January 21, 1989.
The Seniors division has received a donation of $1,000 from Daniels Cable Vision.
The funds will be applied towards the purchase of a wide screen T.V. and VCR
for the New Senior Center.
