RECOMMENDED ACTION:
Accept and file staff report.
ITEM EXPLANATION:
An update on the progress of the Cannon Road extension was
requested at the December Parks and Recreation Commission
Meeting.
Staff discussion with the Engineering Department has identified
the future development of Cannon Road from Car Country extension
to El Camino Real is currently under environmental review, i.e.,
Coastal Commission, U.S. Department of Fish and Game, U.S.
Department of Wildlife, etc. Tentative public review at the
City Council level is anticipated by June 1989 (Exhibit 1).
Actual construction could begin as early as September 1989,
however, construction during the winter months would be
prohibited by regulatory agencies (i.e., Coastal Commission) due
to environmental concerns. Development would continue in April
1990.

STATUS
As currently proposed, stretches
across the City and divided into fourpieces called "Reaches".: Reach 1:
Paseo del Norte to Faraday Avenue,
Reach 2: Faraday Avenue to El CaminoReal (thru Kelly Ranch), Reach 3: El
Camino Real to College Boulevard
(Robertson Property) and Reach 4:College Boulevard to east CityLimits.
Reach 1: Appraisal and design wellunder way. Right-of-way andnegotiation for sewer and road and
coastal permit required. EIR out forpublic review now til 1/20/89. A
meeting and field review of projectwith ail resource agencies was held
on 12/09/88.
Reach 2: Environmental workapproved; right-of-way will be
dedicated; design completed but
revision required. Plans currently
being revised.
Reaches 3 & 4: Design and
environmental work are well underway.
Right-of-way appraisal of all four
reaches is underway and will take
approximately two months to complete.
The review by resource agencies
brought up some concerns that are
being addressed: 1. pump stationlocation; 2. force main alignment;3. bridge length.
SCHEDULE
3/89: EIR response to comments.
6/89: Public hearing (Tentative).
9/89: Begin construction
(Tentative).
