HD. HITY ATTY CITY MGR. RECOMMENDED ACTION: Review and file. ITEM EXPLANATION; Construction for the improvements to Carlsbad Boulevard is underway. This project involves the construction of four (4) travel lanes, raised landscaped median, curbs, gutters and sidewalks, bicycle lanes, parking for two hundred thirty (230) vehicles along the west side of Carlsbad Boulevard, significant drainage improvements, and extension of the storm drain system from the Agua Hedionda bridge south to the Manzano Drive. Construction began April 3, 1989 and is expected to be completed by the end of October. Cost of the project is approximately 2.2 million, (see attached Agenda Bill #9931). Additional plans for the re-alignment of Carlsbad Boulevard are currently being considered from Manzano Drive to La Costa Avenue. Although still in the very preliminary stages, if the re-alignment does become a reality, it is anticipated that excess land may be created for recreational purposes. The City is currently in contact with the State of California in an attempt to make this planning effort a joint venture as it relates to the developed plans for South Carlsbad State Beach.
