ITEM EXPLANATION:
The Historic Preservation Commission is requesting the
City Council to form an AD HOC Committee to discuss
future plans for the Carrillo Ranch. The purpose will
be to develop a plan which will best utilize grant funds
received for structure stabilization at this future park
facility.

RECOMMENDED ACTION:
If Council concurs, your action is to adopt Resolution
No. approving formation of an ad-hoc committee to
study and make recommendation on the uses for Carrillo
Ranch.i/O
ITEM EXPLANATION;
At their meeting of June 13, 1989, the Historic
Preservation Commission recommended that the City Council
authorize formation of an ad-hoc committee to study and
make recommendation on the use(s) of Carrillo Ranch. The
ad-hoc committee would be composed of one member of the
Historic Preservation Commission, one member of the Arts
Commission and one member of the Parks and Recreation
Commission. Each Commission would select a representative
to serve on the ad-hoc committee. A staff member from
each of the Commissions would provide staff support. The
ad-hoc committee would be in effect for one (1) year after
which it will be disbanded.
In 1987, the City received a State Historic Preservation
Grant of $90,000 for stabilization of the Ranch. The
State required most of the funds to be spent on studies,
reports and plans for stabilization. These reports and
plans are 80 percent complete. On July 1, 1989, the City
received an additional $400,000 to do the stabilization.
This work is planned for late fall.
In order to prudently use the $400,000, it is imperative
that a preliminary plan be considered of how the Ranch
will be developed. By having a plan, funds can be
concentrated on the most important structures with less
expenditure on those least likely to be heavily used.
The Arts Commission and Parks and Recreation Commission
support formation of an ad-hoc committee.

committee other than staff time to attend meetings and
gather information.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA AUTHORIZING THE FORMATION OF
AN AD-HOC COMMITTEE TO STUDY AND MAKE RECOMMENDATION
FOR USES OF CARRILLO RANCH.
WHEREAS the City Council of the City of Carlsbad,
California has determined that formation of an ad-hoc
committee to study and make recommendation on the uses of
Carrillo Ranch is necessary and desirable;
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City
Council of the City of Carlsbad, California as follows:
1. That the foregoing recitation is true and correct.
2. That an ad-hoc committee comprised of one member
of the Historic Preservation Commission, one
member of the Arts Commission and one member of
the Parks and Recreation Commission is hereby
formed.
3. That the ad-hoc committee shall submit its final
report to the City Council within one year from
the date of formation.
4. That the ad-hoc committee shall be disband one
year from the date of formation.
PASSED, APPROVED AND ADOPTED at a regular meeting of
the City Council of the City of Carlsbad, California, held
on the day of , 1989, by the following vote,

Historic Preservation Commission Ad Hoc Committee
Dear Patty,
Following our June 13, 1989 meeting and presentation to the Carlsbad
Historic Preservation Commission (CHPC), it is now timely to stress the
importance of the formation of a separate ad hoc subcommittee for the Leo
Carrillo Ranch. This subcommittee, under the leadership of the CHPC, would
focus on the development of a Master Plan for the determination of a
Facilities Use and Guidelines Program for the Ranch.
The subcommittee would concentrate solely on the development of the Leo
Carrillo Ranch. Strong leadership and sensitive guidance is vital to the
future development and use of the site, to ensure the fullest potential
utilization of the Ranch and preservation of its current historical
character. A thorough investigation of the potential environmental impacts
that the encroaching development and new roads would have on the Ranch is
again vital to the preservation of the site's historic ambience. View
corridors should be preserved to avoid a "hemmed-in" feeling as evidenced
by the Rancho Los Alamitos presentation by Pamela Young at the CHPC
meeting.
As you have previously noted, the subcommittee should also be formed of
interested members of related City of Carlsbad agencies, such as the
Department of Parks and Recreation and the Arts Commission. Interested
community leaders should also be considered as members of the subcommittee.

Once formed, I would recommend a presentation to the subcommittee by
Marilyn Lortie, of the State Office of Historic Preservation. Ms. Lortie
is the State Historian to the California Historic Resources Commission and
could lend valuable insights into the planning and investigation process.
