PITY ATTY PITY MGR. RECOMMENDED ACTION: Defer application for the Per Capita Grant Program under the 1988 Park Bond Act until the third year funding cycle (1990). Recommend the selection of a project utilizing funds from the Roberti Z'Berg-Harris program of the 1988 Park Bond Act. ITEM EXPLANATION; At the June Parks and Recreation Commission meeting, several projects were suggested for funding under the 1988 Park Bond Act (Proposition 70) and Proposition 99 (Cigarette Tax). A break down of those available funds are as follows: Proposition 70 A. Per Capita Program B. Roberti Z'Berg- Harris Allocation $ 178,000 21,416 Required Match -0- 9,178 Application Deadline Sept. 1990 May 1, 1990 Additional funding also mentioned at the Commission meeting was from Proposition 99 (Cigarette Tax). The availability for these funds does not currently exist because they were vetoed from the budget at the State level. Staff is recommending to defer the application for $178,000 under the Per Capita program until the third year funding cycle of September 1, 1990. Staff feels at this time, an additional year of evaluation would insure a more effective use of these funds. Staff is recommending the application of funding under the Robert Z'Berg-Harris program at this time. Based on the amount of funds available under this program, the stipulations outlined in the grant procedures and the suggestions mentioned during the June Commission meeting, one of the following projects are recommended by staff: Fixed barbecue structure and fixed picnic tables and benches at the Senior Center/or community park site. o/^ j/voH 2. The second allocation is from the $75 million earmarked for RZH under Proposition 99 (Cigarette Tax). Passed on June 7, 1988, Proposition 70 authorizes funds for six (6) grant programs available to local jurisdictions and administered by the California Department of Parks and Recreation. Those programs are: 1. Spprdal Districts Grant Program - $10 million in competitive grants to those public agencies who provide significant recreation opportunities to the general public and are not eligible for funds from the Per Capita Grant Program. The $10 million will be appropriated over a two-year period, with $5 million in Fiscal years 1989/90 and 1990/91. Public hearings, to establish program criteria, will be held August 4, 1988 in San Jose and August 11, 1988 in Santa Ana. Application materials will be mailed around September 1, 1988, with a filing deadline of December 1. 1988 for the first year's funds. 2. Trails Grant Program - $5 million for competitive grants to public agencies and non-profit organizations for acquisition and development of trails. The funds will be appropriated over a two-year period, with $2.5 million available in fiscal years 1989/90 and 1990/91. Public hearings, to establish program criteria, will be held August 4, 1988 in San Jose and August 11, 1988 in Santa Ana. Application materials will be mailed around September 1, 1988 with a filing deadline of December 1. 1988. 3. Per Capita Grant Program - $120 million to cities, counties, park and recreation districts, regional park districts, open space districts and other qualifying districts for acquisition, development, rehabilitation or restoration of recreation lands and/or facilities. This program provides one-time grants based on population. Minimum grants in the amount of $20,000 are available to small cities and districts (estimated to be about 7,500 population or less). Minimum grants of $100,000 are available to small counties (estimated to be about 70,000 population or less). The funds may be appropriated over a three-year period beginning July 1, 1989. Application materials will be mailed by October 1, 1988. The first-year application deadline 1^ -TantiaTy 13. 1989. 23 ,4. | Itaberti-Z'berg-Harris Urban Open Space Grant Program - $20 million to cities, counties and qualifying special districts on a 70% State and 30% local matching basis. This program provides funds for acquisition, development, special major maintenance and innovative programs. It is a one-year program, with the funds available beginning July 1, 1989. Application materials will be mailed around May 1, 1989. The filing deadline for needs basis grants will be October 1. 1989. Block grant recipients may apply throughout the 1989/90 Fiscal Year. -*«-* 5. / Specified Local Agencies Grant Program - $185, 400,000 to those specified local agencies for acquisition or development of the projects identified in the Bond Act._ 6. Historical Preservation Grant Program - $ll million for competitive grants to public agencies and non-profit organizations for acquisition, development, rehabilitation or restoration of historical or archeological resources.
