RECOMMENDED ACTION:
On a trial basis, direct staff to increase the available
recreational lap swim hours at the Swim Complex by 10.75 hours
per week.
ITEM EXPLANATION;
At the August Commission meeting, staff was directed to
investigate the possibility of providing increased
recreational lap swimming at the community Swim Complex.
Specifically, the availability of this program all day long
by providing an undetermined amount of lanes was requested.
Due to existing programs involving agreements with exclusive
use clauses, the possibility to provide space for day long
recreational lap swimming does not exist. After staff review
to increase the opportunity for lap swim hours (Exhibit 1),
based on a number of factors, staff is recommending to
increase the amount of lap swim hours by 10.75 hours per week
on a two (2) month trial basis.
This action would provide the following schedule for
recreational lap swimming:
Monday-Thursday 6:00am - 7:15am, 9:30am-l:15pm, 5:30pm-7:00pm
Friday
Saturday
Sunday
6:00am - 7:15am, 9:30am-l:15pm
9:30am - 11:00am, 12:30pm - 3:30pm
12:3Opm - 3:30pm
A break down of additional hours are provided on the staff
report (Exhibit 1).
The cost to provide these additional hours on a two (2) month
trial basis is $1,500. The increased funding can be absorbed
in the current operating budget. If the increased hours are
determined to be well received by users, additional funding
will be requested in the 1990-91 Budget to continue these
hours of operation. In addition, staff will continue to
monitor use and receive public input in order to expand or
improve upon the hours of availability for recreational lap
swimming.

EXPANDED RECREATION/LAP SHIM HOURS AT COMMUNITY SHIM COMPLEX
Background
At the August Parks and Recreation Commission meeting, it was requested that
staff investigate the possibility of expanding recreation and lap swimming hours
at the Swim Complex, and what the fiscal impact would be.
Recommendation
After consideration of the existing schedule of programs and activities at the
Swim Complex, it is staff's recommendation that we increase the recreation and
lap swim hours by 10.75 hours per week on a sixty day trial basis beginning in
mid-October. The suggested schedule of expansion to add to the current hours,
in priority order, are:
Saturday 9:30 to 11:00 a.m.
Monday through Friday 9:30 to 10:45 a.m.
Tuesday and Thursday 6:00 to 7:15 a.m.
Discussion
To evaluate the expanded lap swim schedule which would best meet the aquatic
needs of the community, staff considered previous requests from the public, the
existing schedule, staff needs and maintenance requirements. A minimum of two
staff are necessary, a Pool Manager and a lifeguard, who rotate lifeguarding
and a variety of office and facility operations.
Fiscal Impact
The cost to expand recreation and lap swim hours is a minimum of $17 per hour.
The cost for the two month trial period would be approximately $1,500. This
expense may be partially offset by increased revenue and is available in the
current operating budget.
Conclusion
At the end of the trial period staff will analyze attendance and public interest
and make recommendations about whether or not to continue expanded hours in the
future.
