HD. CITY ATTY CITY MGR. RECOMMENDED ACTION: Review staff report regarding trial period of expanded recreational lap swimming hours at the Community Swim Complex. Consider staff recommendations and take appropriate action. ITEM EXPLANATION: During the January Parks and Recreation Commission meeting, it was requested that staff prepare and present a report for Commission discussion concerning the recently concluded extended hours of recreational lap swim. The attached exhibit will provide background, recommendation, discussion, and fiscal impact relating to the Commission approved trial period for extended recreational lap swim at the Community Swim Complex. Lynn Chase, Recreation Superintendent, will give a verbal update regarding this issue. EXHIBITS: 1. Staff Report of Expanded Hours - Carlsbad Swim Complex, Jan. 31, 1990 047 JANUARY 31, 1990 TO: PARKS AND RECREATION DIRECTOR FROM: Recreation Superintendent REPORT ON EXPANDED HOURS TRIAL - CARLSBAD SWIM COMPLEX BACKGROUND: The Parks and Recreation Commission requested staff conduct a two months trial period for determining the impacts of expanding the recreational lap swimming hours. The request to expand hours came from citizen input to the Commission during the September 16, 1989 meeting. The two month trial period was October 16th through December 16, 1989. The expanded hours were: i/. Monday through Friday: an additional Jt\ hours per week Lap swimming, 9:30 am to 1:15 pm (versus 10:45 am to 1:15 pm) Saturdays: an additional 1 \ hours per week Lap swimming, 9:30 am to 11:00 am (versus open 12:30-3:30 pm only, no morning hours) RECOMMENDATIONS: 1. Continue to offer lap swimming at the regular schedule of 10:45 am to 1:15 pm through March, 1990; depending to weather and funds available, consider increasing lap swim hours from April through June. Continue to work with Wayne Rice, Carlsbad High School Athletic Director to change physical education class next school year to afternoons (1:15 to 2:30 pm) instead of mornings (10:30 to 11:45 am). 3. For fiscal year 1990-91 budget, request funds necessary to expand the hours for lap swimming, a minimum of 9 hours per week. DISCUSSION: The purpose of the trial period was to: (1) determine the public interest and participation if lap swim started earlier in the morning; (2) to provide a less crowded pool for lap swimmers; and (3) to show the City's responsiveness to the public input. The two month trial period showed the following: 1. No significant increase in attendance nor in revenue. 2. Less swimmers per lane meant increased lap swimmer satisfaction Most lap swimmers came at 9:30 am and left at 10:45 am and they usually had a lane to themselves; those who came at 10:45 am also found the swim lanes uncrowded. 048 EXHIBIT 1 REPORT ON EXPANDED HOURS TRIAL - CARLSBAD SWIM COMPLEX JANUARY 31, 1990 PAGE 2 DISCUSSION (CONTINUED): Prior to the trial period, there were two to four swimmers per lane from 10:45 am, when the pool was used by both the high school physical education class and lap swimmers. 3. The lap swimmers voiced their appreciation to the staff at the pool; no written comments or complaints were received during the two months trial. 4. There have been no complaints voiced since the trial period ended. The lap swimmers can all be accommodated without overcrowding at 10:45 am. This is attributed to the fact that Carlsbad High School physical education class stopped coming to the pool approximately 2 weeks before the end of the trial period. FISCAL IMPACT: The added staff cost during the trial period was a total of $1,500. The estimated cost to expand the lap swim hours for three months (April through June, 1990) is $2,300. The current budget does not have funds available in any account to cover additional part-time salaries. CONCLUSION: No further action is necessary. Staff will monitor the aquatic budget expenditures to see if funding may be available to allow expanded lap swim hours anytime after March. If funds are available, the lap swimming time will be expanded and the program publicized in order to maximize participation and revenue. With advance publicity, the expanded lap swim schedule may generate some additional revenue, however, it is not projected to offset the added cost. ooy*»**fJ LYNN CHASE Ijc C: Aquatic Supervisor 049
