RECOMMENDED ACTION:
Accept and file staff report regarding recent community meetings held to
discuss youth/teen recreation issues.
ITEM EXPLANATION:
During the December Commission meeting, staff was directed to further
investigate issues related to increased recreation programs for community
youth/teens. Community wide meetings were recently held at the Harding
Street Community Center on February 20th and 21st. The attached will
provide information on study purpose and scope of work as well as local
community groups which were invited to attend. As of the writing of this
agenda bill, the results of that meeting are unavailable. However,
information regarding community input at these meetings will be presented
for discussion during the February 26th Parks and Recreation Commission
meeting.

STATUS REPORT ON YOUTH/TEEN RECREATION PROGRAMMING STUDY
BACKGROUND:
This memorandum is a status report to you on the study of youth and teen
recreation programming.
DISCUSSION:
The following has been accomplished at this time:
• Identified study purpose and scope of work (Exhibit 1)
• Set up two community-wide meetings
• Developed the meeting mailing list (Exhibit 2)
The community-wide meetings will be held at Harding Center. In a effort to
reach as many interested people as possible, they will have the option of
attending either the 5:00 to 6:00 pm meeting on Tuesday, February 20th or the
noon meeting on Wednesday, February 21st.
A notice of the meeting and an invitation to participate will be prepared by
Bill Saylor. He is providing mailing labels for most of those who will be
invited, and this office will provide additional names and addresses.
If you know of anyone not included on that list, please let me know so they
may be added and invited to participate.
If I can answer questions for you, I'd be happy to do so.

oTUDY PURPOSE:
1. To study and analyze youth and teen recreational program activities
2. To determine what changes/additions are needed in the Community and
Parks and Recreation Department programs in order to better meet the
needs of youth and teens.
SCOPE OF WORK:
1. Set date for first community-wide meeting of interested organizations;
Notify community groups and solicit participation
Invite Commission sub-committee and Department staff
2. Conduct survey (written/telephone) of existing recreation programs for
youth/teens; develop matrix of survey results
3. Establish contact with junior high and senior high students by forming a
"Youth Recreation Committee"; solicit participants and representatives
to committee; set first meeting. Purpose of the meeting is to inform
and solicit input on needs/wants
4. Prepare/present study results to Parks and Recreation Commission
