RECOMMENDED ACTION:
Approve request to install new scoreboards at Chase Field. Endorse
request to install Scoreboard at Pine Field, and direct staff to inform
Carlsbad American and National Little Leagues to process their request
for installation at Pine Field through the Carlsbad Unified School
District.
ITEM EXPLANATION:
The Parks and Recreation Department has received a request (Exhibit No.
1) by Carlsbad American and National Little Leagues to install electric
scoreboards at Chase^ Fjejds (1 and 3) and at Pine Field.
The Parks Superintendent and Principal Recreation Supervisor met with
Andrew Albert, the President of Carlsbad National Little League
(C.N.L.L.), to discuss the installation of the scoreboards. He was
informed that installation at Pine Field would require an approval from
the Carlsbad Unified School District.
Mr. Albert has indicated the league organization would assume the cost to
purchase, install, and maintain the scoreboards which will be located in
the same position as the existing ones. The Parks Superintendent
expressed concern regarding trenching for the electric line with respect
to existing irrigation lines. However, he feels that with proper
supervision during installation of the line that the project can be
completed without negative effects. All installation will necessarily be
required to meet building code approvals. The cost to operate the
scoreboards during regular season play will be assumed by the City. The
City currently assumes all utility cost associated with the facility, and
the increased expense to operate the scoreboards would be minimal. Funds
are available in the park operations maintenance and operation budget.

RE: SCOREBOARDS FOR CHASE AND PINE FIELDS
Dear Ken:
Together, Carlsbad American and Carlsbad National Little Leagues
are hoping to install scoreboards on Chase Field 1, Chase Field 3
and Pine Field.
We intend to order a Fairplay Scoreboard from Hanson Associates
located in Orange, California.
I enclose for you a copy of model BA7107 which is the board we
hope to purchase. The top sign of each board will designate the
field on which it is located. There will be no advertising on
the board itself.
The dimension of the Scoreboard will be 7' x 3'6". The numbers
will be 15" high.
We intend to install the new scoreboards in the exact locations
of the existing scoreboards in center field on each field. A
single two wire shielded cable will be required to run from the
location of the Scoreboard to the scorers table behind homeplate
on each field. We will run a shallow ditch on a direct line from
the scoreboards to the scorer's table. We hope to obtain power
from the light poles which are already located close to the
scoreboards. We are negotiating with the vendor for one price
for installation and purchase of the boards. We may have some of
the work of installation donated by league supporters.
In either event, insurance will be covered by respective leagues
or the vendor should they install the boards themselves.
We plan to have the boards installed and operational by March 31,
