RECOMMENDED ACTION:
Approve a deviation in a median planter configuration for Alga Road
adjacent to Plaza Paseo Real.
ITEM EXPLANATION:
Rick Engineering is currently processing improvement plans for Alga Road.
They are proposing a deviation from requirements for landscape medians as
currently outlined in the approved Landscape Guideline Manual. The
request for deviation has resulted from a request from neighboring
condominium residents that favor a designed median and landscape which
will shield automobile headlights from their residence. The proposed
design will substantially reduce the effects of headlights upon traffic
exiting from Plaza Paseo Real and Alga Road.
Attached for your review is a copy of a typical median island landscape
design. Essentially the landscape design planting "pockets" are 20 feet
by 14 feet. The request is to enlarge the size of the planting "pocket"
to create a large buffer against headlight intrusion. A representative
for Rick Engineering will present this request for Commission
consideration.

SUBJECT: PLAZA PASEO REAL, ALGA ROAD MEDIAN PLANTER CONFIGURATION

Dear Doug:
We are currently processing offsite improvement plans for Plaza
Paseo Real which includes Alga Road improvements. As you know we
have proposed continuous median planters in Alga Road as shown on
the plans submitted to you earlier this month. We were recently
informed that this deviation from standard Carlsbad median planters
must be approved by the Parks and Recreation Commission, which
meets monthly, and that a letter of request summarizing
justifications for the deviation was required to get on the agenda.
The developers are proposing the continuous planter with
appropriately-spaced trees to shield the condominium development
to the south from headlights of vehicles exiting the shopping
center at both south entries. This idea was presented by the
condominium owners at public meetings during the planning stages
of the project and was incorporated into the site development plan.
The developers have been sensitive to the condominium owners' needs
throughout all stages of this project, as have City staff, and feel
that the deviation has significant prior approvals and is the best
solution for all parties involved.
We understand that the next Parks and Recreation Commission meeting
is April 16, 1990, and will continue the processing of these plans
so that approvals can be expedited once the Commission makes a
decision on this matter. Please call or return a plan check if
there are any other departmental concerns with the offsite
improvement plans.
