HD. CITY ATTY CITY MGR. RECOMMENDED ACTION: Accept and file staff investigation of repository for architectural plans and specifications. ITEM EXPLANATION; During the April Commission meeting, staff was directed to investigate the availability of architectural plans and specifications and the ability to utilize plans and specifications on file for similar projects that the City wishes to construct. In a conversation with Dennis Carnes, Landscape Architect, with the Office of the State Architect, he indicated that a repository for plans and specifications of projects did not exist as such. While plans are kept on file with the State office, primarily for use in rehabilitation projects, those plans could be made available for public review. However, the ability to obtain those plans would be provided at a cost of staff time to research, locate and copy. Furthermore, Mr. Carnes did not recommend utilizing existing plans and specifications for similar projects for a number of reasons. 1. Often time plans and specifications are prepared based upon engineering requirements of a specific site. 2. Copy write infringements. 3. Plans and specifications may be outdated or not included in Title 24 provisions (handicap requirements). 4. Construction and building codes are not universal throughout cities in California. Staff will consider the utilization of existing plans and specifications for each project on a case by case basis. When appropriate the use of existing plans and specs will implemented. o toto oo
