TITLE:PARKS AND RECREATION COMMISSION WORKSHOP (INFO) RECOMMENDED ACTION: Confirm your attendance at the Annual Parks and Recreation Commission Workshop with the Department Secretary. Review last year's results of the Workshop to help facilitate this year's proceedings. ITEM EXPLANATION; The Parks and Recreation Commission has directed staff to organize the Annual Workshop during the beginning of 1991. Staff contacted Michelle Moomaugh in order to schedule this year's meeting, and each Commission member has been sent a memo informing the Commission of this year's meeting time and place (Exhibit 1). Also included in the agenda packet (Exhibit 2) are the results of last year's meeting in an effort to familiarize Commission members with the meeting format. EXHIBITS; 1. Memo from Keith Beverly 2. 1990 Parks & Recreation Commission Workshop agenda and results 21 November 29, 1990 TO: PARKS AND RECREATION COMMISSION FROM: Senior Management Analyst COMMISSION WORKSHOP At the request and by consensus of the Parks and Recreation Commission to hold the annual Commission Workshop at the beginning of 1991, the date of January 26th has been confirmed as the time of the Commission Workshop. Due to scheduling conflicts between City staff members, holidays, and Michelle Moomaugh's schedule, no other date would be available until the latter part of March 1991. Hopefully, with two months prior notification of this meeting time, your schedules can accommodate this date. The meeting will be held Saturday, from 8:00 a.m. to 12:00 p.m. and will be followed by lunch from 12:00 p.m. to 1:00 p.m. The meeting format will closely parallel that of last year's and will once again be held at the Senior Center. Call 434-2824 to confirm your attendance, and if you should have any questions or conflicts regarding the meeting, please contact me at 434-2827. Thank you. Identify expectations for this year's Commission. Review meeting procedures. SUMMARY OF DATA 1. In what ways could the Commission, as a group work together move effectively and efficiently? * Commission Meetings y Understand and utilize correctly the mechanics/procedures for running a meeting (3). y Don't waste time in making decisions. y Make decision -- don't put them off -- that are right for Citizens. V Use brainstorming to be creative and relaxed in future planning. V Train all chairs to run meetings. Staff y Need more information regarding problems they are experiencing. y Monthly briefing would help. y Appreciate their workload, y Work more closely. y Respect, reward, and recognize their efforts. * Structure & Background y Learn history of City. y Hierarchy of Commission and relationship to City. 24 Communication y Read packets. y More open communication especially regarding Council's perspective and our relationship. y We "do fine." 2. What are your expectations for the Parks and Recreation Commission? v Provide input and recommendations to Council and staff. V Better rapport with special interest groups and media. y Help Staff provide best Parks and Recreational opportunities affordable. (2) V Become more active, rather than reactive (e.g. I.D. goals and set about accomplishing). y Become responsible for Open Space issues. (2) Interpersonal Relations j Set aside differences and work together to reach a mutually satisfying decision. y Reconcile differences objectively and cooperate with each other. V Make best decisions for citizens and not just special interest groups. 3. Subcommittees: Are they working? Are they necessary? * Need clearly defined goals. * Working -- yes (3). * Necessary -- yes (3). * They save the Commission time. * They allow deeper exploration of issues. * Provide opportunity for better understanding of workings of City. * Some are working/effective (3). * Some are not necessary/waste of time (2), example: Northwest Quadrant. * May just take the "heat" off Council. AGREEMENTS/DECISIONS Staff will make every effort to get Commission packets out by Wednesday before meetings. The friday prior to Wednesday's packet delivery is the deadline for agenda items to be included in/on that month's agenda. We must be involved and have input in Open Space Issues (with Planning Department). Briefing model will be tried out for six months and evaluated by both staff and Commission. Staff will bring up, as an agenda item, other employees who should be recognized. AGREEMENTS ON MEETINGS Commission members solicit all input before stating opinions/editorializing. Commissioners discussion' and Chair entertains the motion (not other Commissioners). Commissioners should acknowledge staff recommendation. BRIEFING (one-hour meetings -- one piece of paper) 1. Key items for consideration. 2. Brainstorm pro-active ideas for future. 3. Informal interaction. Purpose of Briefing: to be updated on City/Community activities and issues (background information).
