ITEM EXPLANATION; Refer to attached Director's Report for December/January 1990-91. EXHIBIT; 1. Director's Report, December/January 1990-91 10 January 15, 1991 TO: PARKS AND RECREATION DIRECTOR FROM: Senior Management Analyst The Park Maintenance Division has recently completed the overseeding and top dressing of the upper play field at Valley Junior High School. The project ensures a top quality and safely turfed adult size soccer field. Also, an additional softball/baseball backstop has been provided for this multi-use facility. Forty (40) trees (Torrey Pines and California Sycamores) have been planted around the southern and westerly perimeter of Fire Station No. 4 in the southwest quadrant of the City. Additional foliage (Acacia redolens) will soon be planted to enhance the existing landscape appearance and reduce weed germination at the same area. The Adult Sports Division has recently completed the registration of thirty (30) basketball teams which will begin play during the middle of January. Softball registration begins in early February with over one hundred (100+) teams anticipated to be accommodated. The Youth Basketball Program is well underway, and their registration has engaged 506 youngsters (grades 3-8) with the opportunity to participate in friendly, constructive competition. The Ballfield Maintenance staff has completed its preparation checklist for 17 fields which will help to ensure a safe play environment for participants of the Youth Baseball and Adult Softball Program which begins in March. Ten staff members from the Aquatics Division at the Swim Complex successfully completed a retraining in "Basic Life Support/C.P.R. for the Professional Rescuer" on December 22, 1990. The staff received their new certificates which have been validated for a one (1) year period. Park Planning staff are currently considering options for access as well as reviewing the preliminary site analysis for the future layout of recreational amenities at the Alta Mira Park site. Staff is in the process of developing a request for proposal for distribution to planning consultants to provide for the final park design. The Senior Division has been consistently providing for 146 daily in-house meals at the Senior Center cafeteria during the noon time lunch program. On December 24 (Christmas Eve) 179 traditional Christmas dinners were served to appreciative seniors at their center. During the month of December, a total of 2,886 noon lunches were served in-house with an additional 880 being delivered to the homebound in Carlsbad. A total of 608 seniors were transported by the division's van to a variety of places including the center, medical appointments, and shopping for life's necessities. A number of programs and classes are offered by the Senior Center. To name a few: Thursday afternoon at the movies (free admission and popcorn) the first Thursday of the month; "Fifty-five Alive" a driving class offered by the American Association of Retired Persons held monthly at the center provides for guaranteed auto insurance rate reductions; and Senior Safari, the seniors version of the Recreation Division's Daytripper Program. Forty-five (45) seniors (eleven (11) on a waiting list) will enjoy a little spice of life when they tour the Lawry's Food California Center to witness the spice company's test kitchen and packaging area. A no host lunch will be offered in the Lawry's garden and then it's off for a visit to the ancient Roman villa motif of the J. Paul Getty Museum for the remainder of the afternoon. Page 2 )i And finally .... All Parks and Recreation Division staff have been busy preparing the Operating Budget for Fiscal Year 91-92. In a cooperative effort with the Finance > Department's budget policies (endorsed by the City Manager's office), our Department will submit an Operations Budget with a minimal increase over last year's budget and continue to offer Carlsbad residents what our Parks and Recreation team believes are the best park, recreational and senior facilities and programs in southern California.
