RECOMMENDED ACTION:
Review and discuss staff presentation regarding 1991-92 Budget and make appropriate
comments.
ITEM EXPLANATION;
Staff is currently preparing a Parks and Recreation Annual Operating Budget for fiscal year
1991-92. This year the budget policies forwarded by the Finance Department and endorsed
by the City Manager's Office are as follows.
1. Personnel
A maximum of 7 new employees may be funded Citywide. Four of the new
employees will be hired for the Police Department to form an additional beat
in south Carlsbad. The remaining 3 positions will not necessarily be approved.
However, funds do exist for those 3 positions should they be recommended by
the Manager's office for approval by the City Council.
Maintenance & Operation
No more than a maximum of 31A% increase over fiscal year 90-91 allocations.
Those accounts subject to increases beyond the City's control such as Water,
Heat and Light, and other outside services must be provided for. However,
discretional accounts within the Maintenance and Operation Budget should
be reduced accordingly in order to maintain a level of ^l/i% overall increase.
Capital Outlay
The City's total Capital Outlay will be limited to $500,000 which reflects a
31% decrease over fiscal year 90-91 budget allocations. Therefore,
departments are requested to limit Capital Outlay requests, and those which
are requested should be fully detailed and justified.
The Finance Department and the City Manager's Office have requested staffs cooperation
in presenting a balanced budget to the City Council. If the aforementioned policies are
adhered to, a balanced budget will be presented for City Council consideration. Staff is in
the process of preparing the department's budget request according to these policies. We
are requesting no new personnel. We will stay at or below a level of 3Vi% increase in
Maintenance and Operation accounts and well below a 30% reduction in Capital Outlay
requests for the coming year. Staff fully intends to operate during fiscal year 91-92 at a level
equal to the status quo.
